During a routine inspection

We undertook a focused follow up inspection of The Park Row Dental Practice on 16 March 2023. This inspection was carried out to review the actions taken by the registered provider to improve the quality of care and to confirm that the practice was now meeting legal requirements.

The inspection was led by a CQC inspector who was supported by a specialist dental advisor.

We had previously undertaken a comprehensive inspection of The Park Row Dental Practice on 8 March 2022 and follow up inspections on 19 May 2022 and 19 October 2022 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We found the registered provider was not providing well-led care and was in breach of regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

When 1 or more of the 5 questions are not met, we require the service to make improvements and send us an action plan. We then inspect again after a reasonable interval, focusing on the areas where improvement was required.

We found this practice was providing safe care in accordance with the relevant regulations.

Are services well-led?

We found this practice was providing well-led care in accordance with the relevant regulations.

The provider had made improvements in relation to the regulatory breaches we found at our inspections on 19 May 2022 and 19 October 2022.

Background

The Park Row Dental Practice is in Leeds city centre and provides private dental care and treatment for adults and children.

The practice is in the basement of a building in the centre of Leeds. Access is via a flight of stairs. Car parking spaces are available near the practice in city centre car parks.

The dental team currently consists of 1 dentist, 1 trainee dental nurse and additional clinical support is provided by agency dental nurses. The practice has 2 treatment rooms.

During the inspection we spoke with the principal dentist and 2 dental nurses. We looked at practice policies and procedures and other records about how the service is managed.

Monday to Friday from 8am to 4pm.

There were areas where the provider could make improvements. They should:

  • Take action to ensure that all clinical staff have adequate immunity for vaccine preventable infectious diseases.

  • Improve the practice's protocols and procedures for the use of X-ray equipment in compliance with The Ionising Radiations Regulations 2017 and Ionising Radiation (Medical Exposure) Regulations 2017 and taking into account the guidance for Dental Practitioners on the Safe Use of X-ray Equipment.

The inspection was led by a CQC inspector who was supported by a dental adviser.

We undertook a comprehensive inspection of The Park Row Dental Practice on 8 March 2022 with a follow up focussed inspection on 19 May 2022 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We found the registered provider was not providing safe well led care and was in breach of regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. There were areas where the provider could make improvements. They should:

  • Improve the practice’s infection control procedures and protocols taking into account the guidelines issued by the Department of Health in the Health Technical Memorandum 01-05: Decontamination in primary care dental practices, and having regard to The Health and Social Care Act 2008: ‘Code of Practice about the prevention and control of infections and related guidance’. In particular in respect of manual cleaning.

During an inspection looking at part of the service

We carried out this announced focused inspection on 8 March 2022 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we usually ask five key questions, however due to the ongoing pandemic and to reduce time spent on site, only the following three questions were asked:

• Is it safe?

• Is it effective?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

  • Areas of the practice were not clean or well maintained.
  • The provider’s infection prevention and control procedures did not follow published guidance.
  • Risks were not well managed within the practice.
  • Appropriate medicines and life-saving equipment were not available.
  • The risks associated with Legionella had not been assessed and were not well managed.
  • The provider had safeguarding processes and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The provider’s staff recruitment procedures did not follow current legislation.
  • Improvements should be made regarding preventive care and support for patients to ensure better oral health.
  • Improvements should be made to the leadership of the practice.

During the inspection we spoke with the receptionist. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday to Friday from 8am to 4pm.

We identified regulations the provider was not complying with. They must:

  • Ensure care and treatment is provided in a safe way to patients.
  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.
  • Ensure specified information is available regarding each person employed.

25 October 2012

During a routine inspection

We spoke with five people who used the service and they all said they were happy with the care and treatment they had received at the dental practice. People said the dentist had explained the care and treatment choices available to them. Everyone we spoke with said they did not have any concerns about the practice. One person said, 'The dentist definitely explains things and makes you comfortable.' Another person said, 'You are never rushed. I'm very happy and have been coming for years.' Another person said, 'It's an excellent service. I'm extremely happy.'

People we spoke with were complimentary about the staff who worked at the practice and said they were treated with respect. They told us that their confidentiality, privacy and dignity were always maintained. One person said, 'Everyone is always very polite and kind.'

Staff told us people received good care and treatment, and their needs were appropriately met. They said people who used the service received support which was planned to make sure it met their individual circumstances. Staff also said good systems were in place to make sure people were listened to.
