We found that staff were passionate about working at the service and saw the role as a vocation. Staff felt confident in speaking with managers at all levels and commented that issues and concerns were responded to appropriately. Staff knew how to speak up and who to contact if they had a query. The service had systems in place to manage risk and provide governance oversight, and staff were focused on learning and improvement.

However, managers did not always fully assess risks associated with the location.
