Our view of the service

Date of assessment: 27 March– 27 April 2026. 71 Rowan Crescent is a homecare agency supporting young people. At the time of our assessment, there was one young person using the service. This was our first assessment of this service.

 

Risks to safety were identified, assessed and managed, including environmental risks, medicines management and infection prevention and control. There were clear systems for recording and reviewing accidents and incidents, and staff understood their responsibilities in relation to safeguarding. However, the manager acknowledged a lack of clarity around regulatory requirements, which had resulted in police incidents not being notified to the CQC where required. This was identified as an area for improvement.

 

The young person received the right support from a stable staff team with the appropriate skills, training and supervision to meet their individual needs. Staff worked closely with the multidisciplinary team to ensure continuity of care and effective information sharing, and external professionals provided positive feedback about joint working. Care was delivered with kindness, respect and dignity, and the young person was supported to be involved in decisions about their care, develop independence and improve their health and wellbeing.

 

Leaders promoted a positive, open culture, where staff felt supported, listened to and confident to raise concerns. Governance and audit arrangements were used to monitor care and identify learning and improvement. The service demonstrated a caring and person‑centred approach, with leadership and staff committed to delivering the right care and support for the young person.

People's experience of this service

Evidence showed the young person had a positive experience of living at 71 Rowan Crescent, and that they felt supported, safe and listened to. Feedback obtained from professionals working closely with them described good engagement and outcomes. The home was described as calm, welcoming and well maintained, with environmental risks identified and managed in line with the young person’s needs.

 

Staff knew the young person well and supported them in a way that respected their individuality, preferences and dignity. Care planning was detailed and regularly reviewed to reflect changes in risks and needs, and there was clear evidence of joint working with health and social care professionals to ensure continuity of care. This helped the young person experience consistent, person‑centred support.

 

The young person was involved in decisions about their care wherever possible, including choices about daily routines, health appointments and developing independence skills. Records showed staff supported healthy living through help with diet and attending health appointments.

 

The young person was supported by staff who were caring and responsive. Professionals from the multidisciplinary team gave positive feedback about staff interactions and described the service as nurturing and focused on the young person’s wellbeing. The overall atmosphere of the home was supportive and attentive, with staff responding appropriately to incidents and immediate needs.
