Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence.

At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

We assessed a limited number of quality statements in the effective key question and found areas of good practice. The scores for this area have been combined with scores based on the rating from the last inspection, which was good.

Assessing needs

The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them.

People receiving long term care and relatives confirmed they had been involved in the development of care plans and risk assessments. Where a person was receiving long term personal care support people and relatives confirmed that staff visited them every 6 months to undertake a review to ensure the person’s care needs were up to date. Where people were receiving reablement support some of the people we spoke with told us they were not aware of a care plan being in place. The registered manager confirmed they worked with the person, relatives as well as health and social care professionals to develop the care plan and risk assessments. Staff confirmed there were detailed care plans and risk assessments in place, and they felt confident when providing support. A staff member commented, “Care plans and risk assessments are available and provide guidance on how to support clients safely. I feel confident in providing personal care, mobility support, and emotional support.” When asked about the staff who visit their family member, a relative told us, “No one tells them what to do, they just know and always start with ‘hello and how are you’. They treat [family member] like a real person; they resolve any issues. I would give them 9 out of 10. They are very approachable. They listen.”

The provider told people about their rights around consent and respected these when delivering person-centred care and treatment.

People and relatives told us they were involved in the development of care plans and their views on how they wanted the care provided were identified. People also confirmed staff explained the care they were providing.

The provider had a process to identify if a person was able to make informed decisions about their care or if they required additional support to make choices about their care. Assessments of the person’s ability to consent to their care looked at all aspects of their support.

Staff confirmed they had completed training on the mental capacity act 2005 (MCA) and were able to demonstrate their understanding of the importance of supporting people to make choices. A staff member said, “I have received training for Mental Capacity. My understanding is to never assume that a person has no capacity, as we are all different and we all have different ways to understand, or to express ourselves.”
