Our view of the service

CCS Home Care (Hillingdon) is a care at home service. It provides personal care to people living in their own homes. The provider supported people with long term care services and bridging and reablement services. Bridging and reablement services support people with transitioning from hospital to home. The support was usually provided for 6 to 8 weeks with involvement of health and social care professionals to identify support needs.

At the time of our assessment, 336 people were receiving support with personal care through the long-term care and reablement service.

The service is registered to provide support for adults, dementia, learning disabilities, mental health, physical disabilities and sensory impairment.

This assessment has been carried out to follow up on the breaches identified during the assessment on 20 May 2024. The provider was previously in breach of the legal regulations in relation to safe care and treatment and good governance. Improvements were found at this assessment, and the provider was no longer in breach of this regulation.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. The provider was able to demonstrate they were meeting the principles of right support, right care, right culture.

Risk assessments had been completed in relation to people’s health and wellbeing which provided staff with guidance on how to provide safe and appropriate care. Staff received training on the administration of medicines and their competency was assessed. Staff had regular supervision and team meetings with their line managers. The provider had processes for the investigation of incidents, accidents, complaints and safeguarding concerns with lessons learned shared with staff. The provider had a robust recruitment procedure. The provider assessed people’s ability of make informed decisions about their care and provided appropriate support.

People's experience of this service

People and relatives confirmed they felt care was provided in a safe manner. People were supported to make choices about their care. People’s preferences in relation to the gender of the staff member providing support, their religion and cultural background were identified in their care plan and respected by the staff. A relative said, “They talk to my [family member] with respect, they understand their culture, they speak their language.” People said they felt their individual needs were met and they were supported to maintain their independence. A person told us, “[Staff] always come on time, and I know who is coming. I have regular carers, they are kind and caring. It is so much less stressful when they are the same you don’t have to keep telling them where things are and what to do.”
