Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. This is the first assessment for this service. This key question has been rated good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. A staff member told us, “The service’s values focus on respect, dignity, compassion, and person-centred care. These values guide everything I do by helping me provide care that meets everyone’s needs and promotes their wellbeing. There is a strong culture of collaboration and learning, where the team supports each other, shares knowledge, and continuously improves the care we provide. This makes me feel supported and confident in my role.”

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. We reviewed records which showed manager oversight. Staff we spoke with told us the registered manager was approachable. A relative told us, “I know if I needed to speak with the manager I could contact them.” A staff member told us, “Our leaders are approachable and always ready to help. They support us with training and guidance and take time to listen whenever we raise concerns.”

Freedom to speak up

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. Staff told us they had supervisions and team meetings. We saw evidence to support this. One staff member told us, “Yes, I am aware of the term ‘freedom to speak up.’ To me it means having the confidence and support to raise any concerns about safety, care, or workplace issues without fear of negative consequences. I feel safe and supported when raising concerns because management listens, takes issues seriously, and acts promptly to address them. This creates an environment where staff and individuals are protected and valued.”

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. We asked people if they had observed any discrimination or unfair treatment. One person told us, “No I haven’t.” A staff member told us, “Yes, I feel that I am treated fairly and with respect at work.”

Governance, management and sustainability

Score: 3

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. The provider had effective systems in place to monitor the quality of service being delivered. The registered manager told us, “As the Registered Manager, I fully understand my regulatory responsibilities under CQC. This includes submitting notifications for incidents such as safeguarding alerts, serious injuries, deaths, and any changes to management or the service.”

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. Care plans had information regarding GP and other professionals involved in the person’s care. One staff member told us, “I help build good relationships with families, professionals, and the community. This helps make sure people have access to all the support they need.”

Learning, improvement and innovation

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. A staff member told us, “I share feedback and ideas to help improve the service. We are encouraged to take part in training and discussions, which keeps us learning and improving all the time.”
