Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question good. At this assessment the rating has remained good.

This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Score: 3

The provider had a shared vision, strategy and culture based on transparency, equality, inclusion and understanding the needs of people using the service. Staff were encouraged to promote wellbeing, independence and meaningful lives through person-centred care, community engagement and specialist support. The provider's approach reflected the principles of Right Support, Right Care, Right Culture for people living with a learning disability. Staff consistently described a positive culture focused on improving people's quality of life.

Capable, compassionate and inclusive leaders

The provider had inclusive leaders who understood the context in which they delivered care and support and led with integrity, openness and honesty. The registered manager demonstrated a good understanding of people's needs, service performance and areas requiring further development throughout the assessment. Inspection feedback was received positively and leaders responded promptly when improvements were identified. Relatives spoke positively about the management team and described them as, “approachable, supportive and responsive.”

Freedom to speak up

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. Policies supporting complaints, whistleblowing and freedom to speak up were in place and were reinforced through staff meetings, supervision and governance systems. Staff told us they felt confident raising concerns and believed any issues would be acted upon appropriately. Relatives also described open communication with managers and, “felt listened to” when sharing feedback.

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce and worked towards an inclusive and fair culture by improving equality and equity for staff. Equality, diversity and human rights policies were supported by training and recruitment practices which promoted fairness and inclusion. Personnel records demonstrated staff were treated consistently and received appropriate support regardless of background or nationality. Staff told us they felt respected, valued and supported within their roles.

Governance, management and sustainability

The provider had clear responsibilities, roles, systems of accountability and good governance. Comprehensive audit programmes, provider oversight, quality monitoring systems and action plans were used to monitor performance, risks and outcomes across the service. A recent provider audit achieved a positive outcome and identified actions which were monitored through to completion, demonstrating oversight and accountability. Although some minor recording and environmental improvements were identified during the assessment, leaders had recognised these issues and were taking action to address them.

 

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. Staff worked closely with healthcare professionals, relatives, local community groups, churches, transport providers and specialist services to support people's health, wellbeing and social inclusion. Community links included Parkinson's support groups, local outings, church events, pet therapy and fundraising activities, helping people remain connected to interests and relationships important to them.

Learning, improvement and innovation

The provider focused on continuous learning, improvement and innovation across the organisation. Audits, complaints, incidents, safeguarding concerns and feedback were reviewed to identify themes, implement actions and improve outcomes for people. Staff received ongoing training, competency assessments and opportunities to develop specialist knowledge through champion roles, including learning disability, dementia and medicines leads. Learning was shared through supervision, meetings and governance processes to support continual improvement in care delivery.
