At our last assessment we rated this key question good. At this assessment the rating has remained good. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Capable, compassionate and inclusive leaders

Score: 2

Leaders did not always have the skills, knowledge, experience and credibility to lead effectively, or they did not always do so with integrity, openness and honesty. The registered manager was on long term sick leave and covering manager was also off sick. There were management arrangements in place to cover, but it meant there was less management continuity of support for people, relatives and staff as the managers providing support changed periodically. Some processes were still transitioning to an electronic system. Despite this they contained the required, up to date documentation and information to enable staff to meet people’s needs, and support them in a caring, friendly, and compassionate way. The impact for people was that whilst their needs and wishes were being adequately met, the timeliness of this could be improved when the transition to one system is completed. The covering management team were capable, and updated staff after reviewing the available information, in a clear, and understandable way. A staff member said, “The management cover is okay, but we do struggle a bit.”

Governance, management and sustainability

Score: 3

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment, and support. They acted on the best information about risk, performance, and outcomes, and shared this securely with others when appropriate. The processes and systems stored people's risk assessments, care plans, and daily logs. Data was robustly held, collected, collated, and was used to update and improve the service provided. Any areas needing improvement were then addressed. The audits were thorough, and the complaints system was regularly monitored and enabled staff and the provider to learn from and improve the service.
