During an assessment under our new approach
Date of assessment 11 November 2025. The service is a care home providing support to 3 people with a mental health condition, people with a learning disability and autistic people. We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The inspection was carried out because of the length of time since the last inspection.
The service is a stepdown service which supported people’s move toward more independent living. The provider’s purpose was to support people to develop or relearning some skills to enable them to move on to services where they were able to be more independent. The provider was supporting people to access their community independently and had supported 2 people to seek voluntary work in the community.
Staff told us the service manager was proactive and approachable and placed the needs of people first.
Staff demonstrated they knew people well and understood how best to support them. Leaders ensured people supported to medical appointments and liaised with other professionals if appointments were missed. Professionals told us they felt people were supported well by staff and leaders.
However, the provider had not ensured that people were supported to develop all the independence skills needed. This included independence within their home where people were not supported to plan, shop and cook meals or to independently do their washing and cleaning. People told us they had meals from Tower House, another service in the Dunraven group that was very close to Tower View, rather than cook for themselves. We confirmed this was happening through conversations with leaders and through observation.
The provider had not always identified issues with the environment of the home including the lounge being very cold and few working lights in the lounge. People had very little food in the cupboards and fridge. We spoke to the provider about these issues, and they stated they would be addressed.
