Longview is a residential care home. People in care homes receive accommodation and nursing or personal care as a single package under one contractual agreement. Longview is a care home without nursing care. CQC regulates both the premises and the care provided and both were looked at during this inspection. Longview provides accommodation for up to 70 older people including those living with dementia. There were a total of 43 people living at the service at the time of our assessment. We carried out our on-site assessment on 3 April 2024, off site activity started on 25 March 2024. We looked at 20 quality statements; Learning culture; Safeguarding; Involving people to manage risks; Safe environments; Safe and effective staffing; Infection prevention and control; Medicines optimisation; Assessing needs; Monitoring and improving outcomes; Supporting people to live healthier lives; Delivering evidence-based care and treatment; Consent to care and treatment; Independence, choice and control; Person-centred care; Listening to and involving people; Equity in experiences and outcomes; Freedom to speak up; Governance, management and sustainability; Partnerships and communities; Learning, improvement and innovation. We found 4 breaches of the legal regulations in relation to safeguarding, safe care and treatment, safe and effective staffing and governance. Information relating to people’s individual risks was not always recorded, up-to-date or did not provided enough detail as to how identified risks should be managed and mitigated. Care plans did not contain enough information on to ensure staff knew how to deliver appropriate person-centred care. Safeguarding policies and procedures were not always followed when safeguarding incidents had occurred. Governance systems and audits were not effective in identifying or addressing areas for improvement. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of the service

Feedback from people and relatives who worked closely with the service was mostly positive and people told us they felt safe and were well cared for by a consistent team. However, some relatives told us staffing levels were variable and they had limited communication with the service. Feedback received from health professionals was variable. The local authority had concerns regarding safeguarding, care plans and risk assessments. The new management structure was committed to improving the service and creating a positive and inclusive culture at the service.
