During an assessment under our new approach

We completed an inspection between 27 January 2026 and 19 February 2026. Rock House is a residential care home providing support to adults of all ages living with mental health conditions, some people were autistic and/or had a learning disability. We identified significant shortfalls in relation to risks to people.

The provider was previously in breach of 5 legal regulations in relation to person centred care, safe care and treatment, safeguarding people, treating people with dignity and respect and good governance. Improvements were not found at this assessment, and the provider remained in breach of these regulations. We identified 2 new breaches of legal regulation at this inspection relating to safe staffing and fit and proper person employed.

We have assessed the service against ‘Right support, right care, right culture’ RSRCRC guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The provider had failed to ensure people were protected from the risk of harm and/or abuse. People were not supported to live empowered lives. People were not encouraged to take part in activities that supported their health and wellbeing. People did not receive person centred care. Governance systems had not been effective to identify the continued concerns we found during the inspection.

The provider was previously in breach of the legal regulation in relation to consent to care and notifying CQC of notifiable incidents. Improvements were found at this assessment, and the provider was no longer in breach of these regulations. Despite these improvements we found the overall quality of care had not improved.

This service remains in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

Date of Assessment: 9 and 13 January 2025. The service is a residential care home providing support to adults of all ages living with mental health conditions, some people were autistic and/or had a learning disability. We identified significant shortfalls in relation to risks to people. We found 7 breaches of the legal regulations in relation to safe care and treatment, safeguarding people, person centred care, treating people with dignity and respect, consent to care and treatment, good governance, and notifying the CQC of other incidents.

Incidents were not managed effectively or reported to the relevant stakeholders including the CQC or the local authority safeguarding team. The environment was not always safe and risks to people had not always been mitigated. Practices within the service did not uphold people’s human rights. There had been a lack of oversight and governance from the provider. An assessment has been undertaken of a service that is used by autistic people or people with a learning disability but is not registered as a specialist service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
