Our view of the service
We completed an inspection between 27 January 2026 and 19 February 2026. Rock House is a residential care home providing support to adults of all ages living with mental health conditions, some people were autistic and/or had a learning disability. We identified significant shortfalls in relation to risks to people.
The provider was previously in breach of 5 legal regulations in relation to person centred care, safe care and treatment, safeguarding people, treating people with dignity and respect and good governance. Improvements were not found at this assessment, and the provider remained in breach of these regulations. We identified 2 new breaches of legal regulation at this inspection relating to safe staffing and fit and proper person employed.
We have assessed the service against ‘Right support, right care, right culture’ RSRCRC guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
The provider had failed to ensure people were protected from the risk of harm and/or abuse. People were not supported to live empowered lives. People were not encouraged to take part in activities that supported their health and wellbeing. People did not receive person centred care. Governance systems had not been effective to identify the continued concerns we found during the inspection.
The provider was previously in breach of the legal regulation in relation to consent to care and notifying CQC of notifiable incidents. Improvements were found at this assessment, and the provider was no longer in breach of these regulations. Despite these improvements we found the overall quality of care had not improved.
This service remains in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
People's experience of this service
We received mixed feedback from people and their relatives. People were not always support by staff to engaged in hobbies and interest. During the inspection one person told us they were bored. Relatives told us that there was not enough for people to do, ‘Not enough is organised down there for everyone.’ And ‘[Person] other relative told me staff don’t take [person] out, its only [persons relative]’
People’s relatives told us that they did not have confidence in the staff team to support their loved one ‘There is a lot of management changes, what can you do, if staff have had enough and move on, at the moment I don’t have confidence in this team.’
However, other relatives told us they felt that their loved ones were safe, ‘[Person] feels that’s their safe place, I’ve not seen anything to make me feel that it’s not safe for [person]. Relatives also told us they hope the new manager will be able to make the changes needed to the service to ensure people receive the support they need, ‘I don’t know what wasn’t going on behind the scenes, if she can’t continue to make things happen and motivate the staff, I think she will, everything will be well’.
While some people expressed general satisfaction with their care, our assessment found care did not meet the expected standards.
