During a routine inspection

Kennedy Leigh Home Care Services (North East London) is a domiciliary care agency that provides personal care primarily to members of the Jewish community in North East London. It is run by Jewish Care. The agency provides services mainly to older people living in their own homes. When we inspected the agency was providing services to 24 people.

We saw people’s care and support needs were assessed and recorded. Risks to people and staff working in their homes were also identified and recorded. Care plans were regularly reviewed and people told us their care workers referred to their plans and delivered the care and support they needed.

The agency employed six permanent care workers and a number of additional bank workers who could be used when needed. Care workers we spoke with had worked for the agency for a number of years and told us they felt well trained and supported to carry out their role. The agency had worked with a local hospice to provide end of life training for care workers and they told us they found this helpful.

During a routine inspection

At the time of the inspection, the provider was providing care and support to 31 people in their own homes. We spoke with four people who used the service and three relatives of another three people. One person said, "the care I get makes my life possible." Another person told us, "I think the staff are very good."

We found that people who used the service had initial assessments and care plans in place. We saw that people's needs were agreed and consent was obtained before any care or support was provided. Care plans were then reviewed on a regular basis. This showed the provider had systems in place to gain and review consent from people who used the service.

We found there were effective systems in place to reduce the risk and spread of infection. One person told us, "I see them wash their hands all the time." Another person told us, "they wear gloves and aprons and they dispose of them afterwards." A relative told us, "the staff have high levels of hygiene."

There were sufficient skilled and experienced staff to safely meet the needs of people who use the service. Staff had received appropriate training.

The provider had an effective system to regularly assess and monitor the quality of service that people receive.

During a themed inspection looking at Domiciliary Care Services

We carried out a themed inspection looking at domiciliary care services. We spoke with senior staff and with ten care workers at the time of our visit to the office. We visited four people using the service in their own homes and spoke with them about their experiences of the support they have received. We also spoke over the telephone with 15 people who received a service from this agency or relatives of people who used the service.

We asked people to tell us what it was like to receive services from this home care agency as part of a targeted inspection programme of domiciliary care agencies with particular regard to how people's dignity was upheld and how they can make choices about their care. The inspection team was led by a CQC inspector joined by an Expert by Experience, a person who has personal experience of using or caring for someone who uses this type of care service.

People who spoke with us felt care workers treated them with dignity and respect. They also told us care staff respected their decisions in relation to day-to-day tasks.

All the people agreed the care staff met their individual needs and that the care workers were friendly and the agency was providing a good quality of care.

One person said: "they are a lifeline for me". Another person told us: "I have nothing bad to say about the agency, quite the opposite. They always sort things out for me."

During a routine inspection

During our review, we spoke with five people who use services. They told us that they received a good quality of care and felt that the carers arrived in their homes on time and treated them with dignity and respect.

People who use services liked the fact that they received visit from regular carers and that there was very little staff rotation. They also felt that there was a good communication between them and the agency head office. If their carers cannot carry out a visit, the office would always inform them in advance.

One person told us that : 'I am very happy. My carer will always ask me if I need anything done. They will help me with tasks that I ask them to do'.

Another person said: 'My carers are marvelous'.
