Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. At our last assessment we did not assess enough quality statements to rate this key question. At this assessment, we did not assess enough quality statements to rate this key question.

 

We found that people’s capacity to consent to care and treatment had been assessed. Staff understood the need to seek people’s capacity to ensure people were empowered and able to make the decisions about their care and support that they were able to. Since our last assessment the provider had reviewed people’s care and support needs. People were actively involved in reviews and relatives told us they were happy with the way their loved ones needs were assessed.

Assessing needs

Since our last assessment there had been no new packages of care. The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. When people’s needs had changed, the provider had worked with other professionals to help review their care and support. People and their relatives told us that their care had been reviewed frequently, and since the last assessment. A relative told us, “We have regular calls from (staff member) every month and (the provider) is always in contact, I can get hold of him whenever I need.” One relative told us there had been no changes in the care needed. Another relative told us they were waiting on the care plan being shared with them following a review, and this had not yet happened.

People’s consent to care and treatment was now sought and respected. One relative told us their loved one sometimes refused personal care, and that staff respected this. Another relative told us, staff sought consent before supporting their loved one. “The provider had completed capacity assessments when people lacked the capacity to consent to decisions about their care and support. Staff were able to tell us how they supported people to make decisions, for example about how they spent their time, and what they wanted to eat and how to dress. We identified that within some daily notes staff were documenting that they were asking relatives and not the person for consent, for example to complete personal care. The provider raised this with staff and told us they would continue to work with staff to understand people’s rights.
