During a routine inspection

We spoke with five people who used the service, two relatives and eight staff from different disciplines. The majority of the people with spoke with shared positive experiences about the care they or their relative received. Comments included, 'The care is very good and the carers encourage me to do things for myself' and, 'They've been absolutely fabulous. I don't know what I would have done without them'. Two people told us the timings for their evening calls could be improved so that they didn't have to go to bed so early. Another person considered their service could be more personalised to meet their individual requirements.

People told us they were involved in the assessment and care planning process. They told us they had a copy of their care records held in their homes. We saw staff had the guidance they needed to meet people's needs. Enablement workers and managers demonstrated a sound knowledge of the needs of the people whose care we looked at in detail. They were confident that the service met people's needs and was responsive to people's changing needs.

People described their enablement workers as, 'Very caring' and considered they were competent in their work. We saw staff received a range of training to equip them with the skills and knowledge they required to keep people safe and to meet their individual needs. Staff told us they were well supported in their work.

We found the service had effective systems in place to monitor the quality of the service and to gain people's views to help drive improvement.

Everyone we spoke with about this agency was very complimentary about the service they received. One person told us, 'They are very good, they are marvellous'.

People told us that they had been involved in discussions about what the service could do for them and had shared information about their needs and their goals. One person said, 'We are working together now to see what I can do'. Care plans had been reviewed and updated as needs changed. Individual risks had been considered and plans were in place to reduce them where possible.

People said that their assessed needs were met in ways that they preferred. They said that they were encouraged to remain independent and they valued this. Records reflected most people's goals were to regain their independence and develop their confidence. People reflected this in conversations.

Everyone we spoke with felt safe and well supported. People were protected because staff knew what constituted abuse and were confident to recognise and report it. Managers worked openly with health and social care professionals when they had concerns about people's welfare.

Staff told us that they felt trained and well supported. Managers told us how they used the expertise from within the team to ensure staff had the skills to do their job.

The team had a complaints procedure that people said they were aware of. People told us that they would be confident to share their worries and concerns with staff or managers.
