Independence, choice and control

Score: 2

The service did not always promote people’s independence, so people did not always know their rights and have choice and control over their own care, treatment and wellbeing.

The design of the environment supported people to be independent. People had a choice of activities and care plans reflected this. People were able to mobilise freely throughout the service, for example, by using electronic wheelchairs. The environment worked well to maximise people’s independence around their mobility. People told us they were encouraged to make their own choices and maximise independence. One person told us, “Yes, I can choose what I do. I can get up when I want.”

However, people told us there were some restrictions on elements of internet accesssuch as over age 18 content, which was a decision made at provider level to protect the internet system across the provider from viruses. People were required to ask leaders for changes to restrictions of internet usage. There was no evidence this decision and the reasons for this had been communicated with people living at the service. One person told us, “As a grown adult I find it insulting that I cannot access parts of the Internet. It is like being treated like a child.” Following discussions with IT leadership within the provider, we were advised a new system is looking to be installed so people can roam the internet freely without restriction. However, there remains to be some restrictions in place for people in the service using the internet. We have advised the provider they need to make people aware of the internet restrictions on admission and document this.
