This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. The provider told us their vision was to do more with communities for families, provide respite for families and young people to have access to other people who have similar needs to them, to have a social community and have access to youth clubs.
Capable, compassionate and inclusive leaders
The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. The registered manager invested in their professional development such as designated safeguarding officer training and safer recruitment training. Relatives told us they thought the service was well-managed and told us the registered manager, “The extra mile they go to make sure we are comfortable and happy."
Freedom to speak up
The provider fostered a positive culture where people felt they could speak up and their voice would be heard. The provider told us they had an open-door policy and appraisals and staff supervisions were actioned with the human resources department. This meant staff had the opportunity to speak with other professionals separately to the provider. The provider had a raising concerns, freedom to speak up and whistle blowing policy and procedure.
Workforce equality, diversity and inclusion
The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. The provider had an equality and human rights policy and procedure.
Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. The provider was aware of their regulatory responsibilities and submitting notifications when required. The provider reviewed and acted on concerns received from families. Care records were reviewed and the provider demonstrated their knowledge of oversight of the service. The provider had a comprehensive governance policy and procedure.
Partnerships and communities
The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. The provider worked with health and social care professionals to support people. They empowered staff to work with families to support people.
Learning, improvement and innovation
The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. The provider told us they reviewed care plans to improve on their practice and to see if there was "anything we can do better." The provider told us they actioned audits, held team meetings, staff supervisions and observations. Relatives told us there was, "Continuous working on improving as professionals."
