During a routine inspection

Cedars Road is a care home for up to eight people who have a learning disability. The service is based in a large detached house with each person having their own bedroom and the use of communal facilities including a lounge, dining area, kitchen and garden.

At the last inspection in January 2015, the service was rated Good.

At this inspection we found the service remained Good.

The service demonstrated they continued to meet the regulations and fundamental standards.

People using the service felt safe living at Cedars Road and spoke positively about the support provided to them. They said staff treated them with kindness and respect. People were supported to lead active lives and maintain relationships with those who matter to them.

People received care and support from a small group of staff who knew them well and understood their needs and preferences. Each person had an individualised support plan to make sure they received the support they required. Assessments completed by the service identified any risks to each person and helped to safely promote their independence.

People were supported to have their health needs met. We saw that people’s prescribed medicines were being stored securely and managed safely.

The staff attended training which gave them the knowledge and skills to support people effectively. People were supported to have choice and control of their lives and staff supported them in the least restrictive way possible; the policies and systems in the service supported this practice.

People using the service felt able to speak to the registered manager or other staff to raise any issues or concerns.

An experienced registered manager was in post who knew the service and the people living there very well. There were systems in place to help ensure the safety and quality of the service provided.

During a routine inspection

This inspection took place on 14 January 2015 and was unannounced.

Cedars Road is a care home for up to eight people who have a learning disability. The service is based in a large detached house with each person having their own bedroom and the use of communal facilities including a lounge, dining area, kitchen and garden.

We last inspected Cedars Road in May 2013 and found the provider was meeting the regulations we inspected.

There was a registered manager in post at the time of our inspection. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People we spoke with said they liked living at Cedars Road and were treated with dignity and respect. There was a relaxed, friendly and homely atmosphere when we visited.

We saw people received care in line with their wishes and preferences. Each person had an individualised support plan and activity schedule to ensure they received the support they required.

There were clear procedures in place to recognise and respond to abuse and staff had been trained in how to follow these. Staffing numbers on each shift were sufficient to help make sure people were kept safe. Additional staff were provided for one to one support and to enable people to regularly access activities outside of the home.

People were supported to have their health needs met. Staff at Cedars Road worked well with other healthcare professionals and obtained specialist advice as appropriate to help ensure individual health needs were met. We found that people’s prescribed medicines were being stored securely and managed safely.

Visitors told us that the home communicated well with them and they felt able to speak to the registered manager or other staff to raise any issues or ask for further information.

During a routine inspection

We spoke to five people who use the service, three staff members and a senior manager during this visit to Cedars Road.

Overall comments about the service included 'yes, I like it here', 'I like living here', 'it's fantastic here' and 'it's alright'. The people we spoke to told us that they were treated with dignity and respect by staff saying 'they're alright here', 'they are nice to me' and 'the staff are fine'.

All of the people we spoke to said that they felt safe living at the home and that they would talk to staff if they had any concerns or worries. Staff spoken to were aware of their duty to report any concerns they had about people being put at risk and they told us that they felt able to approach senior staff within the organisation should they need to do this.

During a routine inspection

We spoke to five people who use the service, three staff members and the manager during this visit to Cedars Road.

Comments from people who use the service included 'I like this place', 'they look after me', 'I like it here' and 'I'm happy here'. All of the individuals spoken to said they liked the staff and were treated well by them.

Comments about the food included 'I can have what I like', 'I like the food - I get enough to eat here' and 'the food is good'.

Some people using the service went off to play golf on the day we visited and they told us that they had also been swimming that morning. One person said that 'there's enough to do' whilst another individual told us about the book club they attended each week.

Two people told us that they sometimes got bored and would like to be doing more. One person told us 'there have been lots of cutbacks' referring to the closure of their day centre whilst another individual commented 'it gets a bit boring'. Staff also said that, whilst they could meet the care needs of people using the service, it was more difficult to provide daily opportunities for social engagement and occupation.

During an inspection looking at part of the service

People who live at the home told us that they were happy there. They said that the staff looked after them and helped them to do the things that they wanted.

Some of the relatives of people who live at the home told us that they were very happy with the care people received. One person told us, 'the service offered has been excellent and over the years the staff have been more than helpful, kind and caring'.
