During an inspection in response to concerns

We inspected district nursing and children's services provided from The Oak Tree Centre because of concerns and information supplied to the Care Quality Commission since our previous inspection of district nurse services in August 2012. We also undertook an inspection at Cambridgeshire Community Services (NHS) Trust headquarters

Although we did not speak with people who use services during our inspection, we did speak with staff members. We also examined evidence which assisted us in our enquiries about services provided by the Trust.

CQC was assisted in our inspection by specialist advisors. Their enquiries and review of the evidence provided to them assisted us in writing this report.

There were arrangements in place for people to be able to transfer from one service to another smoothly with an appropriate sharing of information in place between services.

The provider had made adequate provision for the reporting of safeguarding of vulnerable adults and children. Staff members were aware of their roles and responsibilities in relation to recognising and reporting incidents of concern.

There were not enough qualified, skilled and experienced staff to meet people's needs. Staff members were working excessive hours to ensure people's care and treatment needs were met.

The provider did not have an effective system to regularly assess and monitor the quality of service that people receive.

During a routine inspection

All of the people who we spoke with, during our visits with the district nurses working in the Ely, Littleport, Huntingdon and St Neots areas, said that they were satisfied with the support, care and treatment that they had received from the district nursing service.

One person said that they, 'Had a good laugh' with the district nurses when they visited. They also told us that they were treated, 'Very well.' Another person said, 'We are looked after very well'. Their main carer added that they, 'Could not ask for any more. They always ask how I am.'
