All Inspections

20 January 2014

During a routine inspection

At the time of our inspection, there were four patients on the unit. One patient was able to speak with us about their views.

We saw staff care for patients in a caring, responsive and compassionate manner. We found evidence of assessments and care planning having been undertaken to help ensure patients' needs were met.

We spoke with four relatives/carers about their views of the care provided at 8 Fox View. We received consistently positive feedback about the standards of care. For example, one person told us 8 Fox View was 'a fantastic place'.

We saw how staff at the service worked with a range of other professionals and agencies to ensure patients' needs were met and welfare promoted.

We found evidence of the service safeguarding patients from the risks of harm. For instance, staff had received safeguarding training and we saw from care records examples of when the service had taken appropriate action to protect patients. All four relatives/carers we spoke with felt patients on the unit were kept safe.

We found mixed evidence with regards to record keeping. Some records were kept secure but we also saw some records which contained personal information had been left in the unit's lounge area. Daily care records were up to date. We found examples of where there were gaps in recording and found some staff would make entries to the electronic patient database whilst others would make entries in the paper records. We consider it to be only fair however to acknowledge that in between our inspection and this report's publication, a routine review from the Care Quality Commission's Mental Health Act team took place and they found improvements had taken place. When the Mental Health Act team visited, they found care records to be in order.

We received positive feedback from all four relatives/carers we spoke with regarding staffing levels and the quality of the staff working at the service.

During an inspection looking at part of the service

We spoke with two people who use the service. We were told they are encouraged to make their own decisions about what they wish to do each day. One person said; 'Staff are very good. They know me well and trust me.' Another person confirmed that they are encouraged to make their own choices about their daily lifestyle.

Although one person did not know about their care plan document, they were able to tell us how they were cared for and supported; and said they meet regularly with the staff team and other professionals who are involved in their care to discuss their progress and future goals.

Both people were well satisfied with the care and services provided by staff. One person communicated by using sign language. They were often seen blowing kisses to the staff team and thanking them for their support. This person looked happy and indicated this to us through their use of sign language.

One person told us they were fully aware of the restrictions placed on them and had discussed and agreed these with the staff team.

Another person said; 'Staff are always available to support me if I need a helping hand. They are good at letting me know about anything that is happening.'

During a themed inspection looking at Learning Disability Services

There were four in-patients at 8 Fox view when we visited. One patient was detained, under the Mental Health Act 1983, and three were voluntary patients. Two patients were on home leave and two patients were in residence. We spoke with both patients who could both verbally communicate their views and wishes to us. We spoke with one patient in more depth to get their views of the service.

Overall, patients told us they were happy with the way staff supported them. They had good relationships with staff and felt safe at the service. Both patients had an understanding of why they had been admitted to the service. One patient told us, they had been supported by staff to understand their treatment and care plan.

We spoke with two relatives and in general they were satisfied with the support offered to patients. Their comments about the service included, 'Happy with the care', 'We are looked after really well'. 'Staff are really good and keep us informed'. In addition, 'Staff ring us regularly to give updates'.
