During a routine inspection

When we inspected Bedford Health Village, we visited Cedar House and Fountains Court, the two in-patient services for people with mental health needs. At the time of our inspection, 20 people were being treated at Fountains Court. The majority of the people had complex care and treatment needs including dementia, which meant they were unable to tell us their experiences. Therefore, we used different methods, including observation to help us understand their experiences. We also spoke with the relatives of four people using the service, who were complimentary about the care provided by the service. The expert by experience spoke with four people at Cedar House and one person said, "I feel safe, the staff look after me."

We found people's consent was sought before they received any care or treatment, and where people did not have capacity to consent or were detained under the Mental Health Act 1983, the provider acted in accordance with legal requirements. People's needs had been assessed, and care plans and risk assessments were in place to ensure that they received safe and appropriate care. We saw that staff were appropriately trained and received regular supervision at Cedar House, but we found this was not evident at Fountains Court. However, we found the provider had effective systems to assess and monitor the quality of the service.
