During an inspection looking at part of the service

People we spoke with who had been on the ward before told us that the ward environment had improved and the ward was a much calmer place to be than the previous ward. They told us that this had a positive impact on their day to day experience of being on the ward.

Some people told us they were involved and consulted with about their care and treatment; however, this was not consistent for all the people we spoke with on Balmoral ward at the time of our visit. People told us that what was important to them was not always in their care plans or being addressed.

Most people we spoke with provided positive comments regarding the staff on Balmoral ward and felt able to approach them. Most people said there were sufficient staff available to meet their needs and told us that staff were considerate toward their needs as well as being supported by the staff team on the ward.

Several staff told us they were aware of their specific job roles. Staff and people using the service told us there had been a great improvement on the ward with more staff available.

We found there were established systems to monitor the quality and operation of the service. There were systems in place to obtain the views of people using the service and a process in place to address patient concerns.

During an inspection in response to concerns

People told us they did not always understand their care and treatment and their options had not been properly explained to them. People's rights to privacy and dignity were compromised by the facilities on the ward and people found observations by male members of staff uncomfortable, when they were carrying out personal care.

People were not always involved in the care planning processes and people's comments had not always been recorded to inform staff of their views and preferences. Care plans were stored on the computer system, which meant people did not have ready access to their information.

People expressed concern about the environment and how this was managed. Many people shared a dormitory style bedroom, with only curtains around their bed for privacy. People were supplied with lockers, but these did not work properly and there was no where to hang up clothes. As a consequence some people had bundles of clothes on the floor.

People said the staff were usually busy and had limited time to talk to them about their difficulties. Staff spoken with confirmed the level of staffing and the limited resources on the ward hampered their ability to provide good quality care and support.

During an inspection in response to concerns

People who use services were not directly consulted for this responsive review by the Care Quality Commission. This review was a piece of work that was as a result of an improvement letter. The improvement letter was sent to the trust in April 2010 following the registration of the NHS.
