During an inspection in response to concerns

This Inspection was in response to a safeguarding alert received by a Local Authority Adult Care Services in April 2013. Whilst the alert did not relate to this particular location, we wanted to check that the issues identified were not experienced at this location. A Safeguarding alert is where one or more person's health, wellbeing or human rights may not have been properly protected and they may have suffered harm, abuse or neglect. The overall review of this matter is not yet concluded.

At the time of our visit two of three flats were occupied but only one person who used the service was available to talk with us.

People were provided with care plans which were reviewed regularly and updated when required. People said they felt safe living in the home and were able to discuss concerns or issues with the staff if they wished to. Risk assessments were reviewed regularly so that people and staff were safe.

People using the service told us the staff treated them respectfully and that they had sufficient choices in their routines. One person said, "Staff are great and have helped me a lot" and "I am happy with the progress I have made".

Staff received training and supervision to enable them to carry out their roles effectively and care for the people they supported.

During a themed inspection looking at Learning Disability Services

At the time of our inspection there were three people in the service and all were detained under section 3 or 37 of the Mental Health Act 1983.

We spoke with two people in more depth to get their views of the service. The third person did not wish to speak with us at any length. We observed people interacting with staff during the inspection and we noted positive engagement and interactions.

Patients told us they felt safe and were comfortable approaching staff with any concerns. They said that staff treated them well and they liked spending time talking with and going out with staff. Stating 'I have a lot of hobbies and staff help me to keep up with them.' 'I like going into town, and for walks in the country'. 'I like it here and I am looked after.' 'I go out a lot with staff'.

People told us they felt their needs were being met by the staff working at Daisy Bank. Each person we spoke with knew they had a primary nurse who was in charge of their care and who that person was. People were focused on their plans having a good understanding of why they had been admitted to the unit and the rehabilitation plans to help them move on. One person was pleased at the involvement in their care plan and meetings saying 'I have meetings to talk about what I am going to do when I leave. The staff sit with me and go through it'.

Relatives told us they were happy with the support and the level of contact and involvement they have with the service. They told us the experience of staying at Daisy Bank for their relative had been a positive one. They were confident that staff were meeting the needs of their relative and that they had been kept well informed and appropriately involved in the care.
