During an assessment under our new approach

We assessed the service from 26 August 2025 to 28 August 2025. This was a routine assessment as the service had a historical rating as it had not been assessed for some time. The service was previously rated as “Wards for people with a learning disability” with a rating of good overall. The service has since changed their registration with Care Quality Commission as it was determined as part of our assessment that the service was incorrectly registered. The service was therefore assessed and reported on under an Adult Social Care framework.

Church View Short Breaks is part of the Learning Disability integrated service within Herefordshire and Worcestershire Health and Care NHS Trust. The service is a purpose built adult short breaks unit in Bromsgrove, Worcestershire, offering respite care to families and carers who care and support individuals with a learning disability and complex health need. The service has 9 places for individuals who require nursing care.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The model of care and setting maximised people’s access to the respite service and to local amenities which meant people remained connected with social and community networks. Care was person-centred however, people’s rights and safety were not always fully protected. Leaders of the service did not have full oversight of operational implementation to assure themselves people using services were empowered and received quality and safe care.

The provider was in breach of regulations in relation to Regulation 11 Need for Consent, Regulation 12 Safe Care and Treatment, Regulation 13 Safeguarding and Regulation 17 Good Governance.

We have asked the provider for an action plan in response to the concerns found at this assessment.
