Safeguarding

The provider worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. Staff concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The provider shared concerns quickly and appropriately.

Staff understood their safeguarding responsibilities and could identify the different types of abuse. Staff knew what to do if they had any concerns, including escalation to appropriate senior staff, the local authority and CQC if appropriate, and were confident any concerns would be dealt with promptly and fed back to them

People and their relatives told us they or their loved one felt safe, and their support needs were met.

All staff had access to the safeguarding policy and were involved in regular staff meetings.
 

Involving people to manage risks

The provider worked with people to understand and manage risks by thinking holistically. Staff provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them.

Risks were well managed and care plans and risk assessments were person-centred with a person’s likes and dislikes, and what was important to them. We identified concerns around equipment checking and 1 risk assessment, but these were addressed immediately, and actions put in place to mitigate future risk.

People and their family members were involved in their assessment planning, could make decisions about their care and support, and had access to the providers electronic system, where they could raise concerns quickly. Staff told us they had time to read care plans and risk assessments to ensure they could fully understand people needs. There were systems in place for staff to securely share information and concerns between colleagues and management, to ensure prompt action and positive outcomes for people.

Safe and effective staffing

Score: 2

The provider made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs.

People told us there were enough staff to provide their care. Call times were managed well, and people were generally made aware if their call was running late by the management team.

Recruitment procedures were in place which included Disclosure and Barring Service (DBS) application checks. These are police checks that disclose any potential criminal convictions, and support services with safe recruitment. We identified 1 case where a DBS check had not been applied for in a timely manner. Management acted on this immediately and provided evidence an application had now been made, and a risk assessment was in place for the staff member involved. We were assured checks were put into place to monitor DBS applications the future.

Staff told us they felt supported by the management team, had access to further training and development opportunities, and had regular coaching support from leaders. An example of this was a person with complex medical needs requiring additional support following surgery. Management ensured all staff received specific training so safe care could be delivered, and staff felt competent to carry out the required tasks. A staff member told us, “We have regular staff meetings to look at anything. I feel very supported by the senior staff and can contact them whenever I want to.”
