During an assessment under our new approach
Date of assessment 15, 16 and 20 April 2026. The service is a care home providing support for up to 5 younger adults with a learning disability and autistic people. At the time of the inspection there were 5 people using the service.
The assessment was carried out due to concerns identified at the previous inspection. We assessed the service against Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
At the previous inspection we found 3 beaches of regulation. The service was asked to provide and implement an improvement plan. At this inspection we found not enough improvement had been made by the provider. We identified 5 breaches of regulation relating to safe care and treatment, person centred care, safe environments good governance and safe and effective staffing. We found that whilst the provider had now applied for all appropriate Deprivation of Liberty Safeguards authorisations (DoLS) people were still living under significant restrictions. The provider had not given enough consideration to ensuring systems and processes were the least restrictive for people. The provider had failed to address ongoing issues with permanent staff and were still reliant on agency staff. Staff training and learning from incidents were not adequate. The number of drivers available to support people to access their community had reduced. This meant people’s opportunities were limited by restrictions that were not of their making. Whilst there had been steps taken to ensure 1 person’s environment had significantly improved, the provider had not yet addressed the living conditions of another person, despite having completed an improvement plan where they stated this would take place.
We saw people were being supported in a kind and caring way by staff. We also saw that permanent staff knew people well. People were getting some opportunities to access their local community by walking from their home to local shops and 1 person was walking to a local pub for meals.
We have asked the provider for an action plan in response to the concerns found at this assessment.
