During a check to make sure that the improvements required had been made

Our inspection of 23 September 2013 found that the provider did not routinely notify the Care Quality Commission (CQC) of incidents that had involved or were reported to the police. The provider wrote to tell us they would address the concerns raised. During this review we found that the provider had taken action to address the identified concerns.

During a routine inspection

We asked people who used the service if they were involved in their care plans. People told us 'Yes, yes, yes' and 'I don't always remember things. They help me, yes'. During our inspection we observed that staff on duty communicated with people respectfully. Staff spent time with them and engaged them in conversation, discussions and activities.

Assessments were person centred (placing the individual at the centre of the decision-making) and included information such as 'What I must have in my life', 'My daily living skills' and 'What people need to know to support me', for example 'My awareness of pain'. The assessment plan detailed the exact type of care and support that a person needed.

During our observations we saw that staff treated people who used the service with dignity and respect. We also saw that staff assumed capacity and asked people before they did anything and offered people choices.

Staff told us that they were happy working for the service and said their line managers were approachable and supportive. One person told us 'I have worked on and off here for many years and I always come back.

People who used the services were asked for their views when completing their annual review of needs. Comments included 'I like it here so I do. I have some good friends and the staff' and 'I am happy here. When I am not I go outside'.

We saw that records of incidents that had involved the police had not been notified to the Care Quality Commission.
