During a routine inspection

About the service

South Park Care Home is a residential care home providing personal and nursing care to up to 80 people. The service provides support to people across two units one for people who require nursing care and the other unit specialises in providing care to people living with dementia. At the time of our inspection, there were 63 people using the service.

People’s experience of using this service and what we found

People living at South Park Care Home were happy and safe. Risks to people were assessed and reviewed on a regular basis. Medicines were managed well and the service was clean and welcoming. Staff were recruited safely and understood the principles of keeping people safe

Staff were appropriately trained and received ongoing support from the management team. People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

Staff were kind and caring towards people. People told us the staff were always available to support their needs. Staff had clear knowledge of people's diverse needs which was clearly recorded within peoples care plans. People were treated with respect, dignity, and supported to maintain their independence.

People chose how they wished to spend their time. The service had recently adopted an interactive activities program which people could access as they wished. Complaints were managed well and people receiving end of life care received compassionate care and support.

The provider, registered manager and staff promoted person-centred care and placed people's wellbeing at the heart of their work. Quality assurance systems in place, monitored the service effectively and drove improvements when they were needed. Lessons learnt were used as learning opportunities to continuously develop the service.

Rating at last inspection

This service was registered with us on 10 October 2020 and this is the first comprehensive inspection. The last rating for the service under the previous provider was good, published on 14 December 2020. During this inspection we reviewed key questions safe and well led only.

Why we inspected

This inspection was prompted by a review of the information we held about this service and to review the key questions of effective, caring and responsive under the new provider.

We looked at infection prevention and control measures under the safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to COVID-19 and other infection outbreaks effectively.

We will continue to monitor information we receive about the service, which will help inform when we next inspect.

About the service

South Park Care Home is a residential care home providing personal and nursing care to 42 people aged 65 and over at the time of the inspection. The service can support up to 80 people. It is separated into two units, one provides nursing care and the other specialises in providing care to people living with dementia.

People’s experience of using this service and what we found

We received mixed feedback from relatives about communication from the service. The registered manager and the provider had addressed this and implemented systems to ensure relatives felt communicated with.

People were happy living at the service and told us that staff were kind and caring. Risk to people was assessed and managed appropriately. People were safeguarded from the risk of abuse. Medicines were safely managed by staff. Regular audits were completed to monitor, maintain and improve medicines management.

Staff followed safe infection, prevention and control practices. The required Personal Protective Equipment (PPE) was available. Training had been delivered to ensure staff used PPE correctly to prevent the spread of infection and keep people safe.

Within the context of the Covid-19 infection risk, people were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported best practice.

The registered manager had invested time in empowering staff and creating an open and transparent service. Quality assurance systems in place monitored the service effectively and supported to drive improvements. Lessons learnt were used as learning opportunities to continuously develop the service.

Rating at last inspection

The last rating for this service under the previous provider was good (published 20 November 2019). The service was then inspected in July 2020 and not rated (published 01 September 2020).

Why we inspected

We received concerns in relation to the management of engagement at the service. As a result, we undertook a focused inspection to review the key questions of safe and well-led only. We looked at infection prevention and control measures under the Safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to coronavirus and other infection outbreaks effectively

We reviewed the information we held about the service. No areas of concern were identified in the other key questions. We therefore did not inspect them. Ratings from previous comprehensive inspections for those key questions were used in calculating the overall rating at this inspection.

The overall rating for the service has not changed based on the findings at this inspection.

We found no evidence during this inspection that people were at risk of harm. The provider has implemented additional systems to support the service to improve. Please see the safe and well-led sections of this full report.

About the service

South Park Care Home is a residential care home providing personal and nursing care to 41 people aged 65 and over at the time of the inspection. The service is separated into two units , one provides nursing care and the other specialises in providing care to people living with dementia. The service can support up to 80 people.

People’s experience of using this service and what we found

People and their relatives were happy and spoke positively about the care received and the management of the service. Procedures were in place to ensure infection control was well managed. Staff understood their responsibilities to maintain infection control and manage infectious diseases.

Within the context of the Covid-19 infection risk, people were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported best practice.

End of life care plans were detailed and clearly explained people’s needs, wishes and preferences. Complaints were responded to appropriately, in line with the provider’s policy.

Staff had recently received training and their competency checked in specific areas, including infection control and end of life care.

The provider had recently taken over the service. The registered manager was supported to complete regular audits to identify improvements and maintain a safe working environment. They had an ongoing action plan to track improvements were made.

Rating at last inspection

The last rating for this service was good (published 20 November 2019). This rating was given under the previous provider.

Why we inspected

We undertook this targeted inspection due to a number of complaints we had received. The complaints highlighted concerns in relation to end of life care, communication with families, management of complaints and infection control arrangements. Given the complaints, we also considered the provider’s duty of candour, to be open and honest with people. We looked at the engagement between people, families and professionals and action the provider had taken to ensure lessons learnt were embedded throughout the service. The overall rating for the service has not changed following this targeted inspection and remains good.

CQC have introduced targeted inspections to follow up on Warning Notices or to check specific concerns. They do not look at an entire key question, only the part of the key question we are specifically concerned about. Targeted inspections do not change the rating from the previous inspection. This is because they do not assess all areas of a key question.
