All Inspections

3 April 2014

During a routine inspection

We considered our inspections findings to answer questions we always ask: Is the service caring? Is the service responsive? Is the service safe? Is the service effective? Is the service well led? This is a summary of what we found:

Is the service caring?

We spoke with three people who used the service and one close relative. One person said, "My carers are all absolutely marvellous." Another person said, "They are very nice; you can talk to them if you're not happy and they will always make it right." One relative commented, "The carers are excellent. They are kindness itself."

Is the service responsive?

We observed that before people received any care or support they were asked for their consent and the provider acted in accordance with their wishes. We saw that people's individual physical, mental and social care and support needs were assessed and met. This also included people's individual choices and preferences.

Is the service safe?

We saw that care plans and risk assessments were informative and up to date. Staff we spoke with were familiar their contents, which supported them to deliver appropriate and safe care. Staff recruitment systems were robust and staff were supported to do their jobs properly through appropriate training, support and monitoring.

Is the service effective?

People we spoke with were satisfied with the care and support they received. No one raised any concerns with us. This was consistent with positive feedback from people reported in the provider's own annual quality assurance survey.

Is the service well led?

Staff said that they felt supported and trained to safely do their jobs safely. The provider had a range of quality monitoring systems in place to ensure that care was being delivered appropriately by staff and that people were satisfied with the service they were receiving.

During a routine inspection

People that we spoke with were positive and satisfied with the care and support they received from the agency. One person said,' 'The staff are really good and professional when giving me care'. People told us that they were involved in the planning of their care and support.

Care and support was well coordinated and recorded. There were regular reviews to ensure that any changes to people's needs were met.

There were effective safeguarding procedures in place to ensure that people were protected. Staff were trained in safeguarding people from harm and had access to policies and information about how to report any incidents or allegations of abuse to the local authority's safeguarding team.

There were effective recruitment procedures in place which ensured that all appropriate checks had been made prior to staff starting work. There was an induction programme in place for new staff and mandatory training was provided to ensure they were competent to deliver care.

The agency had an effective system to regularly assess and monitor the quality of the service that was provided to people.
