Fellview Healthcare is a GP practice and delivers service to 23,603 people under a contract held with NHS England. The practice operates from 3 purpose built sites in Egremont, Cleator Moor, and Whitehaven, all of which are in West Cumbria. National General Practice Profiles states that 98.1% of people who use this service are white and the remainder was made up of varying proportions of people from ethnic minority groups. Information published by Office for Health Improvement and Disparities shows that deprivation within the practice population group is in the fourth decile (4 of 10). The lower the decile, the more deprived the practice population is relative to others. This assessment considered the demographics of the people using the service, the context the service was working within and how this impacted service delivery. Where relevant, further commentary is provided in the quality statements section of this report.

People were involved in decisions about their care. The service provided information people could understand. People knew how to give feedback and were confident the service took it seriously and acted on it. People received fair and equal care and treatment. The service worked to reduce health and care inequalities through training and feedback. People were involved in planning their care and understood options around choosing to withdraw or not receive care.

This focused assessment was carried out to review the key question of ‘are services responsive?’ At this assessment we have rated ‘are services responsive’ as good.

The assessment also reviewed the part of the key question of ‘are services safe’, focusing on the topic area of safe and effective staffing.

People's experience of the service

Feedback from patients about the quality of their care and treatment was mixed. Recent survey results, including from the 2025 National GP Patient Survey and the NHS Friends and Family Test, showed people were mostly satisfied with services, but were unhappy with access to the practice, although feedback in this area was improving. The proportion of people who reported having a good overall experience at this practice was 56%, compared to the England average of 75% and 79% for the local Integrated Care System (ICS). There was an active patient participation group (PPG) who represented the views of people using the service. As part of this assessment, we received feedback from 263 patients, 138 of whom described their experience as positive, while 125 patients reported negative feedback. Positive feedback praised the attitude of staff, particularly members of the clinical team, and noted that improvements were being made. Negative feedback broadly fell into 3 areas: access to appointments; timeliness of referrals; and staff attitudes.
