During an inspection looking at part of the service

We considered all the evidence we had gathered under the outcomes we inspected. We used the information to answer the five questions we always ask;

This is a summary of what we found-

Is the service safe?

Because improvements had been made since our last inspection people were cared for in an environment that was safe, clean and hygienic.

Is the service effective?

Because improvements had been made since our last inspection the provider had ensured that staff would receive training to meet the needs of the people living at the home.

During a routine inspection

We considered all the evidence we had gathered under the outcomes we inspected. We used the information to answer the five questions we always ask;

This is a summary of what we found-

Is the service safe?

We saw the premises were generally well presented and suitable for the current needs and number of people living at the service, though adaptations may be needed in the future as people age. We saw various safety checks were carried out in the home to address risks and steps were taken to ensure these were minimised, such as cleaning materials were kept locked away. However, the infection control and cleaning procedures were not robust enough. We have set a compliance action and asked the provider to tell us what they are going to do to meet the requirements of the law in relation to maintaining the same level of cleanliness and safety across all parts of the home.

Is the service effective?

We saw people were being supported to carry on a lifestyle that was age appropriate and maintained their links with friends and the community. People had their individual social and work routines each day. They were supported to make decisions and to spend time as they wished. Being located in the town centre made it easy for people to use community facilities and public transport.

Is the service caring?

People appeared very happy, well looked after and content. Staff demonstrated a warmth and concern for people in their care. Care was planned around people's individual needs and regular reviews were carried out with them by their key workers. People's rights were protected in accordance with the Deprivation of Liberty Safeguards, which are used to ensure people are not unduly restricted but are also kept safe.

Is the service responsive?

Staff responded to people's choices, their requests and signs of illness. There was evidence that people's futures were under consideration and steps were being taken to support them with this. However, the potential effects that the ageing process may have on people, was not being taken into account by the provider in the way it supported staff and planned their training. We have set a compliance action and asked the provider to tell us what they are going to do to meet the requirements of the law in relation to training their staff to deliver appropriate care to people.

Is the service well led?

Staff spoke well of the manager and the support they got from her and the rest of the team. The provider has introduced their own systems for checking the quality of the service that are yet to be fully embedded.
