During a routine inspection

We considered all the evidence we had gathered under the outcomes we inspected. We used the information to answer the five questions we always ask;

' Is the service caring?

' Is the service responsive?

' Is the service safe?

' Is the service effective?

' Is the service well led?

This is a summary of what we found-

Is the service safe?

People who used the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening. We found that allegations of abuse had being reported to the local authority and that systems were in place to protect people from the risk of financial abuse. A daily health and safety check was carried out of the premises to make sure the physical environment was safe.

Is the service effective?

People told us they were satisfied with the care and support provided by the service. Comments included "it's good here, I am happy" and "I am all right here." We observed staff supporting people in line with their stated wished and assessed needs. People's dietary needs were met and we saw people were provided with sufficient amounts of food and drink. Staff demonstrated a good understanding of people's needs.

Is the service caring?

We observed that staff supported people in a way that promoted people's dignity. For example we saw people were provided with choices about what to eat and daily activities. We saw people were not rushed or hurried by staff when providing support, for example with eating a meal. Staff told us how they promoted dignity by respecting the wishes of people who used the service.

Is the service responsive?

We found that an assessment and care plan had been produced for one of the two people using the service at the time of our inspection. The care plan set out clearly what the person's individual needs were and how the service was to meet those needs. However, there was no such plan of care in place for the other person using the service.

Is the service well-led?

The service had a registered manager in place and clear management structure. Staff said they found the manager to be approachable and they were able to discuss any relevant issues with them. Various quality assurance and monitoring systems were in place. However, we found that the service did not maintain all required records. For example the service did not have a care plan in place for one person and had not notified the Care Quality Commission of significant events as required.
