The inspection

We carried out this inspection under Section 60 of the Health and Social Care Act 2008 (the Act) as part of our regulatory functions. We checked whether the provider was meeting the legal requirements and regulations associated with the Act. We looked at the overall quality of the service and provided a rating for the service under the Care Act 2014.

Inspection team

The inspection was carried out by one inspector.

Service and service type

Bumblebee Lodge is a 'care home'. People in care homes receive accommodation and nursing or personal care as single package under one contractual agreement. The Care Quality Commission regulates both the premises and the care provided, and both were looked at during this inspection.

A manager was in post at Bumblebee Lodge who was registered with the Care Quality Commission.

Notice of inspection

We gave a short period notice of the inspection. This was because Bumblebee Lodge is a small service and people are often out and we wanted to be sure there would be people at home to speak with us.

What we did before the inspection

We reviewed information we had received about the service. The provider was not asked to complete a provider information return prior to this inspection. This is information we require providers to send us to give some key information about the service, what the service does well and improvements they plan to make. We took this into account when we inspected the service and made the judgements in this report.

During the inspection

We spoke with three people who used the service about their experience of the care provided. We spoke with three members of staff including the registered manager.

We reviewed a range of records. This included three people’s care and medicines records. We looked at two staff files in relation to recruitment, training and supervision. A variety of records relating to the management of the service, including policies and procedures were also reviewed.

After the inspection

We continued to seek clarification from the provider to validate evidence found. We spoke with a relative of a person who lived at the home.

About the service

Bumblebee Lodge is a residential care home providing support for up to three people who experience learning disabilities. At the time of the inspection three people were living at Bumblebee Lodge.

The service had been developed and designed in line with the principles and values that underpin Registering the Right Support and other best practice guidance. This ensures that people who use the service can live as full a life as possible and achieve the best possible outcomes. The principles reflect the need for people with learning disabilities and/or autism to live meaningful lives that include control, choice, and independence. People using the service receive planned and co-ordinated person-centred support that is appropriate and inclusive for them.

People’s experience of using this service and what we found

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

The service applied the principles and values of Registering the Right Support and other best practice guidance. The outcomes for people using the service reflected those principles and values by promoting choice and control, independence and inclusion. People's support focused on them having as many opportunities as possible for them to gain new skills and become more independent.

People were treated with respect and staff promoted their privacy, dignity and independence. Staff knew people well and understood what was important to them.

People and those who were important to them were involved in planning the care and support they needed and wanted.

People were protected from the risk of avoidable harm. Risks to their health, safety and welfare had been assessed and plans were in place to minimise those risks.

People’s healthcare needs were met and staff supported them to maintain healthy lifestyles. They received their medicines as prescribed for them and staff understood the importance of maintaining good nutrition for them.

There were enough staff, who were safely recruited, to make sure people had all of their needs and wishes met.

Staff received training and support to make sure they had the right skills and knowledge to provide effective and responsive care.

There was a culture of inclusiveness and continuous development within the home. The provider and registered manager regularly checked the quality of services provided, and quickly addressed any issues identified.

This service was registered with us on 31/01/2019 and this was the first inspection.

Why we inspected

This was the first planned inspection of the service.

Follow up

We will continue to monitor intelligence we receive about the service until we return to visit as per our reinspection programme. If any concerning information is received, we may inspect sooner.
