The inspection was carried out on 16 July 2025 to 29 July 2025. New Doves care is a domiciliary care agency supporting people and children with personal care, living with dementia, learning disabilities or autistic spectrum disorder, mental and physical disabilities, and are living in their own homes.
Not everyone using the service received support with personal care. The agency also supported some people with social activities. As part of this inspection, we spoke with people and relatives over the telephone. We also visited the provider’s registered office.
We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. The provider was able to demonstrate they were meeting the principles of Right support, right care, right culture.
People felt safe being supported by the staff team. People’s needs were assessed before they started using the service. People had detailed care plans and risk assessments in place. There were enough trained and competent staff to support people. Staff were trained in safeguarding and knew how to report concerns. Staff supported people to keep their homes safe and clean, and people were supported safely with their medicines. Staff worked with partners such as health professionals to help people live healthy lives.
People were supported in line with the Mental Capacity Act (MCA). Staff respected people’s choices and helped them be independent if they wanted to be. People received person centred care which met their needs. They were supported to do what they wanted and were having positive experiences using the service. People, relatives and staff were empowered to speak up and feedback about the service regularly. The service was well-led by a provider and management team who were passionate about providing the best support they could to people. Audits were effective in identifying and driving improvements. People and their relatives were happy with their support and staff enjoyed working at the service leading to a positive culture.
 

People's experience of the service

During the inspection we spoke with 3 people and 12 family members. Most people were happy with the care they received from the service. We were told people felt safe. A relative said, “My [family member] has got to know the carers well. [They] interact well with them.” However, some people felt that the service would be better if family members had rotas, [which tell people what times and which staff will support], and staff did not change and staff arrived at the correct time. One person said, “We need more regular, consistent staff to give me more of a routine in my care”. Another person said, “Sometimes they change the rota at the last minute and don’t contact us to let us know.”
One person said, “It feels comfortable, I trust them, they make me feel I have independence, they encourage me to do things”. Relatives said staff knew their family member well. Another relative stated “I am quite comfortable talking to staff, when I contact the office, they sort out any problems I am having. They occasionally phone me asking if there are any issues. I think we have got a pretty good company now that they are getting to know [family member].”
Most relatives told us the provider regularly provided them with updates and kept them informed, People felt able to complain and relatives shared examples where they had raised a concern and how this was quickly resolved.
