Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Score: 3

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. People and staff spoke positively about the provider. A person said, “At the moment we are very happy with Nupath care.” A staff member told us, “I think the staff genuinely care about the people we support, and everyone works hard to provide the best care possible.”

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. The service had an established and experienced registered manager. Staff felt the service was well managed and could approach management for support. A staff member said, “The management staff have always been very supportive and flexible.”

Freedom to speak up

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. Staff had a good understanding of the whistle blowing procedure and were confident to raise concerns if required. A staff member commented, “I have not had any reason to whistleblow, but my supervisor and other managers are very proactive and act immediately to any complaints by staff.”

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. Staff had completed equality and diversity training. A staff member said, “I feel im a very valued member of staff and given praise where its due.”

Governance, management and sustainability

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. The provider had a structured approach to quality assurance which was effective in identifying areas for improvement and learning. This included carrying out regular checks to ensure people received good care covering areas such as care planning, medicines and finance. The provider had a business continuity plan which gave guidance on how to deal with emergency situations.

Partnerships and communities

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. Partners gave positive feedback about the care provided. The provider attended a range of meetings and forums to share knowledge and good practice with others.

Learning, improvement and innovation

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. The provider had effective systems to learn from information and make improvements to people’s care.
