During an inspection looking at part of the service
However, at our previous inspection on 22 July 2013 we found that people who used the service were not protected from the risk of abuse, robust recruitment processes were not in place and people were not cared for by staff who were trained and supervised on a regular basis to ensure they delivered care safely. We asked the provider to take action and at this inspection we found the provider had not taken action.
We found people who used the service were not always protected from the risk of abuse, because staff had not received training in safeguarding procedures. People were not always cared for, or supported by staff that had appropriate pre-employment checks, that ensured the protection of people using the service.
The provider had not arranged training and supervision to ensure staff could support and care for people competently. This did not ensure that people using the service were receiving safe and effective care.
We also found there was no single assessment that drew together a holistic view of the person and no space on assessments for people to state their view or opinion on how they wished to be treated or cared for. We found proper assessments of need had not been carried out and the planning and delivery of care was not meeting people's individual needs.
