Our current view of the service

We carried out an announced inspection of Bannockburn PMS on 14 and 21 April 2026. The service was last inspected on 28 and 29 May 2025. Bannockburn PMS is a GP practice and delivers services to approximately 5800 patients under a contract held with NHS England.

The National General Practice Profile states the ethnic make up of the practice area is 41.16% White, 24.69% Black, 22.92% Asian, 6.35% Other and 4.89% Mixed.

Information published by Office for Health Improvement and Disparities shows that deprivation within the practice population group is in the 3rd decile (3 of 10). The lower the decile, the more deprived the practice population is relative to others. This assessment considered the demographics of the people using the service, the context the service was working within and how this impacted service delivery. Where relevant, further commentary is provided in the quality statements section of this report.

The service had a good learning culture and people could raise concerns. Managers investigated incidents thoroughly. People were protected and kept safe. The facilities and equipment met the needs of people in most cases, although some equipment that might be required in an emergency was not present. The equipment that was present was clean and well-maintained and any risks mitigated. There were enough staff with the right skills, qualifications and experience. Managers made sure staff received training and regular appraisals to maintain high-quality care. Staff managed medicines well and involved people in planning any changes.

People were involved in assessments of their needs. Staff reviewed assessments taking account of people’s communication, personal and health needs. Care was based on latest evidence and good practice. Staff involved those important to people took decisions in people’s best interests where they did not have capacity.

People were treated with kindness and compassion.

People were involved in decisions about their care. The service was easy to access and worked to eliminate discrimination. People received fair and equal care and treatment. The service worked to reduce health and care inequalities through training and feedback.

Leaders and staff had a shared vision and culture based on listening, learning and trust. Leaders were visible, knowledgeable and supportive, but at the time of the inspection, some leadership roles were being undertaken by consultancy staff, and it was unclear how these roles would be continued in the future. Staff understood their roles and responsibilities, but policies and procedures at the practice were not fully embedded, and in some cases were not fit for purpose. There was a culture of continuous improvement with staff given time and resources to try new ideas.

We found breaches of regulation in relation to regulation 12 (safe care and treatment) and regulation 17 (good governance) of the Health and Social Care Act 2008. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of the service

People were positive about the quality of their care and treatment. The majority of patients spoke positively about how they were treated by staff at the practice, although some told us that there was sometimes difficulty accessing appointments.
