During an inspection looking at part of the service

We had inspected this provider on 15 May 2013 , when we noted some issues which had a minor and moderate impact on people using the service. The provider had not ensured that staff were sufficiently supported and their training needs were fully met. They did not have effective system to regularly assess and monitor the quality of service provided.

We asked the provider to take steps to comply with Regulations 10 and 23 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2010.

We made a further visit on 11 November 2013 to check on the action the provider had taken to meet the requirements of the regulations. We found that the provider had made improvements to ensure staff had access to additional training, supervision and had appraisals. In addition, they had gathered feedback from the people who use the service on its effectiveness and had put a system in place to ensure the quality of the service was monitored.

We judged that improvements made and action taken by the provider were sufficient to meet the requirements of the regulations.

During a routine inspection

Hoffmann Foundation for Autism provides support to people in their own homes with their personal care needs. At the time of the inspection eight people were using the service.

People who use the service told us that they were mostly happy with the service received from the organisation. One person told us that they 'receive stable support.' Relatives of the people who use the service told us that staff were 'marvellous' and that the service provided was 'fantastic.'

People had their privacy, dignity and independence respected.

We found that staff were aware of individual care needs and were able to deliver care in a safe and professional manner. Staff were able to communicate with people with communication difficulties.

People who use the service were protected from abuse and staff knew how to respond if abuse was suspected.

Staff were supervised irregularly. There was no appraisal system in place to allow staff to develop new skills and highlight improvement areas.

We found that there was no system in place to monitor the quality of the service delivered. The provider did not obtain views of the people who use the service.
