About the service

Embec Care Limited provides personal care to people living in their own homes. Support is provided to older people, younger people, people with mental health conditions, people living with dementia, people with sensory impairments, people with physical disabilities sand people with mental health problems. CQC regulates the personal care provided. At the time of our inspection visit 17 people were in receipt of

personal care.

People's experience of using this service and what we found

People felt safe with their care workers and they remained living in their own homes in line with their wishes. Procedures were in place to protect people from harm and staff understood the risks associated with people's care to keep them safe. Staff were recruited safely, and enough staff were employed to ensure people received all their care calls, from familiar staff at the times agreed.

People and relatives had confidence in the ability of staff to deliver care effectively. People received personalised care from staff who knew them well. People were happy with the way staff supported them to take their medicines. People were supported to make and attend health appointments when needed.

Strong emphasis was placed upon continually developing the safety of the service and learn lessons if things went wrong. However, changes within the service had not been communicated to us as required. Effective systems continually monitored and evaluated the quality and safety of the service provided.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported

this practice.

People's needs had been assessed before they started using the service and people and those closest to them were involved in planning and agreeing to their care. Care plans contained detailed information to help staff provide personalised care.

People’s nutritional needs were met, and the management team and staff worked in partnership with health and social care professionals to ensure people received effective care. People were encouraged to remain independent. People's care and support was provided in a dignified way by respectful staff.

Systems were in place to manage and respond to complaints. People and relatives spoke positively about how the service was run. Staff enjoyed their jobs and the registered manager was proud of the service provided.

15 September 2016

During a routine inspection

Say when the inspection took place and whether the inspection was announced or unannounced. Where relevant, describe any breaches of legal requirements at your last inspection, and if so whether improvements have been made to meet the relevant requirement(s).

Provide a brief overview of the service (e.g. Type of care provided, size, facilities, number of people using it, whether there is or should be a registered manager etc).

N.B. If there is or should be a registered manager include this statement to describe what a registered manager is:

‘A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.’

Give a summary of your findings for the service, highlighting what the service does well and drawing attention to areas where improvements could be made. Where a breach of regulation has been identified, summarise, in plain English, how the provider was not meeting the requirements of the law and state ‘You can see what action we told the provider to take at the back of the full version of the report.’ Please note that the summary section will be used to populate the CQC website. Providers will be asked to share this section with the people who use their service and the staff that work at there.

During a routine inspection

During our inspection we spoke with four people who used the service, two relatives, nine members of staff and the registered manager. We were told that 35 people were being supported in their own home by the provider at the time of our inspection.

All the people we spoke with were very positive about the care and support provided by Embec Care. We received no negative comments. One person who used the service told us, "Staff are very agreeable. They are kind, well-turned out, very punctual, pleasant and helpful." Another person said, "I find the carers very good. I am very pleased with the service I have had for over two years."

Support plans were detailed and contained all the information staff needed to know to provide the level of care and support to meet people's needs. We saw evidence of the service working closely with other agencies such as the district nursing team and other domiciliary care providers

Members of staff confirmed they had attended training courses. Staff members said they were well supported by management in their responsibility to deliver care and support safely and appropriately. Staff told us that they had enjoyed working for Embec Care.

Systems were in place to monitor the quality of the service. People who used the service, their relatives and staff told us they were able to share their views and opinions about the service.
