During an assessment under our new approach

Date of Inspection: 17 August to 20 August 2026. Folkestone Home Care is a domiciliary care service providing the regulated activity of personal care to people in their own homes. CQC regulates the provision of personal care which is physical assistance with intimate tasks such as washing, dressing or eating. At the time of our inspection 19 people were receiving support with personal care.

We conducted this inspection remotely without a site visit due to the service providing support in people’s own homes. We gathered feedback through speaking to the provider, staff, people and relatives over the phone. The inspection was conducted due to the age of the previous rating.

We have assessed the service against ‘Right support, right care, right culture’ (RSRCRC) guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. At the time of the assessment, the service was not supporting any autistic people or people with a learning disability, but the provider had regard to ‘Right support, right care, right culture’.

We found a service operating exceptionally well and delivering a high standard of care that had made a significant difference to people and their families. The care each person received was tailored to their individual needs, with the provider specifically matching up staff members and people based on their personalities and through the staff members own lived experience and story. For example, staff members who had similar health conditions as the people they supported which meant they brought understanding and knowledge from their personal life into the care they provided.

Staff knew the people they supported exceptionally well and had formed strong and mutually beneficial bonds. There was a small and consistent team who were highly trained and safely recruited, which allowed them to provide bespoke and truly person-centred care.

There was clear management of any risks to people posed by their health or social needs, with people’s care being continually reviewed with them to ensure it continued to meet their needs and preferences. The provider and staff closely monitored people’s care, and were proactive in making referrals to other services should they be concerned about their wellbeing.

People received care that was responsive to their needs, where staff arrived on time and never needed to rush people. Where care tasks were completed early, staff would stay to chat to people and provide wider social support.

There were passionate and committed leaders who demonstrated integrity and compassion, and went above and beyond to advocate for their team and people they supported.

The delivery of care was underpinned by robust governance systems to monitor the quality of care being provided and ensure this continued to be the case. Regular checks were done of people’s care and outcomes to ensure this continued to meet people’s expectations.

The provider cared deeply about the welfare of its workforce, and staff told us their lives had been transformed by working for the service. They took pride in their team and the care they provided, and received support both professionally and personally to thrive and develop their skills and confidence.

During a routine inspection

About the service

Folkestone Home Care is a domiciliary care service registered to provide personal care for older people, people who live with dementia, people who have learning disabilities or autistic spectrum disorder and people who misuse drugs and alcohol. At the time of our inspection 11 people were receiving personal care.

People’s experience of using this service and what we found

People and their relatives were extremely complimentary about the staff, registered manager and the service they received. One person said, “The staff will help with anything and everything. They are outstanding at their jobs, above and beyond.” A relative said, “I never have to worry, she [registered manager] goes completely above and beyond and I know I can call her any time of the day or night if I am concerned. Outstanding set up all round.”

People received an individualised service with them at the centre. People received care they had chosen and took the lead role in the development of their care plan. Care plans were regularly reviewed and updated to ensure people continued to receive the care they wanted and needed.

Potential risks posed to people had been assessed with action taken to reduce the risk. People’s safety within their home had been recorded, and referrals were made to the appropriate healthcare professionals to promote people’s safety.

Staff knew people well and understood their specific health conditions and how they affected them. People’s likes, dislikes and personal histories were recorded within their care plan. People’s privacy and dignity was protected whilst encouraging people to be as independent as they were able to.

People received care from the same staff team providing people with consistency and continuity of care. Safe recruitment practices were followed to reduce the risk of unsafe staff working with people. Staff received continuous support, supervision and guidance from the registered manager.

Staff enjoyed their role and felt proud to work for the organisation. Staff’s opinions and suggestions were listened to and acted on. Staff had been trained to meet people’s needs including their specialist needs.

Staff worked alongside healthcare professionals to ensure people remained as healthy as possible. People were supported to maintain their nutrition and hydration. Any identified concerns were acted on quickly with appropriate referrals to healthcare professionals.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

People’s, staff’s and relatives’ views and feedback were sought and acted on. There was an ethos of continuous improvement were any concerns were acted on to improve the service. Quality assurance questionnaires were sent out to gather further feedback alongside regular reviews.

The registered manager worked as part of the care team to role model and observe best practice. There were a range of checks and audits in place to promote a high-quality service and continuously improve.

Rating at last inspection

The service was registered with us on 20 September 2018 and this is the first inspection.

This was a planned inspection based on the timescale for unrated services.
