We looked for evidence service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment, we rated this key question as good. At this assessment, the rating remains the same.

The service had a clear vision and strategy, which considered the needs of the people who used their service and the wider community. Staff understood their individual roles and responsibilities. Governance systems supported oversight of staff performance and accountability.

Shared direction and culture

Score: 3

The service had a shared vision, strategy and culture. This was based on transparency, equity, equality, human rights, diversity, inclusion and engagement. Staff and leaders understood the challenges and the needs of people and their communities.

All staff had contributed to the development of the service’s vision and strategy, which was kept under review. Staff spoke positively about teamworking and said leaders supported learning and development. Staff described leaders as approachable and told us there was an open-door culture where concerns, ideas and learning could be shared. Leaders recognised increasing demand on the service and discussed pressures linked to anticipated population growth. Clinical and non-clinical staff described working flexibly to manage demand and maintain safe care.

The service supported staff wellbeing and professional development, with staff describing feeling encouraged to develop within their roles. Business continuity arrangements were seen in place and demonstrated learning following operational disruption to support ongoing service delivery.

Governance, management and sustainability

Score: 3

The service had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.

All staff we spoke with were clear on their individual roles and responsibilities. Leaders proactively supported staff and regularly met with them to complete appraisals, supervision and performance reviews. The provider had established governance processes in relation to the quality statements we reviewed during this assessment, which were appropriate for their service.

Staff could access all required policies and procedures, which were kept up to date and reflected latest guidance. Leaders held regular meetings with staff to discuss service performance, emerging risks and potential improvements, with actions shared appropriately across the team. Staff demonstrated awareness of confidentiality and information security requirements, including during remote consultations, and the service submitted required data and notifications to external agencies as appropriate.
