About the service

Homely Supported Living is registered to provide personal care and support to people with a learning disability, autistic spectrum disorder and/or a mental health condition. At the time of the inspection the service was providing personal care and support to one person living in a supported living setting.

Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do we also consider any wider social care provided.

The service has been developed and designed in line with the principles and values that underpin Registering the Right Support and other best practice guidance. This ensures that people who use the service can live as full a life as possible and achieve the best possible outcomes. The principles reflect the need for people with learning disabilities and/or autism to live meaningful lives that include control, choice, and independence. People using the service receive planned and co-ordinated person-centred support that is appropriate and inclusive for them.

People’s experience of using this service and what we found

People’s needs were met safely by suitable staff who knew how to safeguard them from the risk of abuse and harm. People were protected from the risk of infection. Their medicines needs were met safely by staff. Accidents and incidents were investigated, and lessons learnt to minimise future occurrence.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

People’s needs, and choices were assessed before they started receiving care. People’s needs were met by staff who were well trained and received regular supervision. People were supported to access ongoing healthcare services.

People were supported by staff who were caring, respectful and knew how to provide a non-discriminatory service. People’s freedom was respected, and independence encouraged. People were supported by the same team of staff.

The service applied the principles and values of Registering the Right Support and other best practice guidance. These ensure that people who use the service can live as full a life as possible and achieve the best possible outcomes that include control, choice and independence.

The outcomes for people using the service reflected the principles and values of Registering the Right Support by promoting choice and control, independence and inclusion. People's support focused on them having as many opportunities as possible for them to gain new skills and become more independent.

People received person-centred care and their care was planned in a personalised way. Staff were informed about people’s personal and changing needs. There were appropriate complaint’s processes in place to investigate and learn from complaints. There were systems in place to support people with end of life care needs.

The service was well managed. People, relatives and staff told us the registered manager was approachable. Staff felt well supported. There were robust auditing and evaluating systems in place to drive improvement. The registered manager worked with other agencies to improve the service.

Why we inspected

This was a planned comprehensive inspection based on CQC's scheduling process to check the safety and quality of care people received.

Follow up

We will continue to monitor information we receive about the service until we return to visit as per our reinspection programme. If we receive any concerning information we may inspect sooner.

About the service

Homely Supported Living provides personal care and support in one setting to people with learning disabilities and autism who may have behaviour that challenges services.

People’s experience of using this service

People were protected from the risks of harm or abuse. Staff were knowledgeable about safeguarding and whistleblowing procedures. People had detailed risk assessments carried out to protect them from avoidable harm. There were systems in place to protect people from the risks associated with the spread of infection. Accidents and incidents were recorded and used as a learning tool to reduce their reoccurrence.

Professionals, relatives and staff spoke positively about the leadership in the service. The provider had systems in place to identify areas for improvement which included quality audits and seeking feedback from people using the service, relatives, staff and professionals. Staff had regular meetings to be updated on service developments and found these useful. The provider worked in partnership with other agencies to improve outcomes for people.

Rating at last inspection

We were unable to rate this service at the last inspection (published 15 June 2019). As this was a focused inspection we were still unable to give a rating.

Why we inspected

We received concerns in relation to staffing and medicines. As a result, we undertook a focused inspection to review the Key Questions of Safe and Well-Led only. We found no evidence during this inspection that people were at risk of harm from these concerns.

We reviewed the information we held about the service. No areas of concern were identified in the other Key Questions. We therefore did not inspect them. Our findings from the previous comprehensive inspection for those Key Questions were used when making our judgements at this inspection.

About the service:

Homely Supported Living is registered to provide personal care and support to people with a learning disability, autistic spectrum disorder and a mental health condition.

Not everyone using Homely Supported Living receives regulated activity; CQC only inspects the service being received by people provided with 'personal care'; help with tasks related to personal hygiene and eating. Where they do we also take into account any wider social care provided.

This service provides care and support to people living in one 'supported living' setting, so that they can live as independently as possible.

At the time of our inspection, only one person was in receipt of personal care and support. The person had been receiving personal care for less than a year. This meant that although we were able to carry out an inspection we did not find enough information and evidence about parts of the key questions we ask about services, or the experiences of people using the service, to provide a rating for each of the five questions and an overall rating for the service. We were therefore not able to rate the service.

People’s experience of using this service:

The provider had systems in place to help ensure people were safeguarded from the risk of harm and abuse.

A person was supported by staff who knew how to meet their needs safely.

Staff were knowledgeable about safe infection control practices.

Risks to people’s healthcare needs were identified, assessed and mitigated.

Staff were trained in safe medicines administration.

The person’s needs were assessed before they started receiving care.

The provider had processes in place to assess people's capacity. There were systems in place to support people to have maximum choice and control of their lives, and staff were trained in the Mental Capacity Act 2005 to ensure they supported people in the least restrictive way possible.

The person’s dietary needs were met by staff who knew their individual needs.

The person was encouraged to be independent. Their care plan detailed their likes and dislikes.

The person, their relative, staff and healthcare professionals spoke positively about the management of the service.

Rating at last inspection:

The service was registered by CQC on 29 June 2018. This is the service's first inspection since its registration.

Why we inspected:

This was a planned comprehensive inspection based on CQC's scheduling process to check the safety and quality of care people received.

Follow up:

We made a recommendation in our inspection report, which we will follow up at our next inspection. We will continue to monitor intelligence we receive about the service until we return to visit as per our inspection programme. If any concerning information is received, we may inspect sooner.
