During an assessment under our new approach

The service is a care at home service currently providing support to adults of all ages living with a variety of personal care needs due to disability or other support needs. The service was also registered for the regulated activity of Nursing Care. The registered manager informed us that this type of support has never been provided and there was no intention to do so in the future. We suggested that the service consider cancelling that specific regulated activity as it was not provided and the service could not do so. At the time of our assessment, the service was providing care and support to 15 people in their own homes... Each person’s care was contracted from the service by local authority commissioners.

We completed this assessment on 30 July 2026. This service was previously rated as good. We carried out this assessment to confirm whether the rating of good remains accurate. This report does not provide detailed information on areas where we found practice continues to meet a good standard. Instead, our findings focus on any areas where the service needs to improve or where we found exceptional practice.

People can only be deprived of their liberty to receive care and treatment with appropriate legal authority. We checked whether the service was working within the principles of the MCA and how they managed DoLS within the service. We found that staff and management worked within the MCA. DoLS authorisations were appropriately applied for and overseen. People were not subject to unlawful or excessive restrictions they had choice, control and freedom over their lives. No one currently using the service was subject to deprivation of liberty safeguards.

People were supported by enough staff who had the skills and knowledge to support them safely. Risks were assessed and people were involved in the process. There were effective systems in place to safeguard people from abuse. Medicines were administered safely and there were systems in place to ensure the environment was safe.

Staff feedback told us that they understood risks to people for example, care staff told us “Training is provided and refreshed yearly. We keep our clients safe and reported any concerns on phone and in writing” and “We have training and I understand my responsibility to recognise the signs of abuse or neglect. I know how to respond appropriately and report any concerns immediately in line with the organisation's safeguarding policy to help protect those in my care.”

There were effective care planning and review procedures in place. The service responded well to any changes to people’s care and support needs. They liaised with other health and social care partner agencies as and when required.

The managerial oversight was wide ranging and monitored the operational effectiveness of the service. Improvements and adjustments to delivery of the service were identified and action was taken to maintain the standard of care provided.
