During an inspection looking at part of the service

Park View Care Home is a residential care home providing personal and nursing care. The service can support up to 61 people in an adapted building over three floors. At the time of the inspection there were 50 older people using the service.

People’s experience of using this service and what we found

There were systems in place to assess and manage risks however these did not always work effectively and include regular review where required. Risks in the environment from the refurbishment and building works had not been identified and dealt with.

Records did not always demonstrate that peoples care plan and risk management plans were being followed. We found anomalies in repositioning records, food and fluid charts. Strategies to guide staff on reducing risks were not always clear.

The provider had a quality system in place to review the quality and safety of care, but this was not fully effective and had not identified the shortfalls we found.

People told us that they were supported by a kind and friendly staff team who knew them well. Feedback on the availability of staff was however mixed and we have made a recommendation about staffing levels.

Staff received induction training when they started to work at the service to develop their skills and knowledge and told us that they were well supported.

There were clear processes in place to manage people’s medicines. The service was clean and infection control and prevention was well managed. Maintenance checks on equipment were undertaken to ensure that it was safe for staff to use.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

There was an ethos of helping people to lead a full life. People had choice and opportunities were provided to pursue interests and engage in social activities.

People and their relatives told us they were asked for their feedback about the quality of the service.

The registered manager was clear about their responsibilities to work with other agencies and be open and transparent.

Why we inspected

This inspection was prompted by a review of the information we held about this service. A decision was made for us to inspect and examine those risks.

We looked at infection prevention and control measures under the Safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to COVID-19 and other infection outbreaks effectively.

For those key questions not inspected, we used the ratings awarded at the last inspection to calculate the overall rating. The overall rating for the service has changed from good to requires improvement based on the findings of this inspection. You can see what action we have asked the provider to take at the end of this full report.

Follow up

We will request an action plan from the provider to understand what they will do to improve the standards of quality and safety. We will work alongside the provider and local authority to monitor progress. We will continue to monitor information we receive about the service, which will help inform when we next inspect.

During an inspection looking at part of the service

Park View Care Home is a modern purpose-built service that provides accommodation for older people, some of whom may have nursing needs or be living with dementia. The service can accommodate up to 61 people. On the day of our inspection visit there were 52 people living at the service.

We found the following examples of good practice.

We observed staff following good infection prevention and control practices including appropriate use of personal protective equipment (PPE) in line with government guidance to reduce the risk of infection.

The service was clean and hygienic throughout with increased cleaning taking place across all aspects of the service. Windows were observed to be open to support with ventilation in the service.

Lateral flow tests were being used in line with government guidance, and staff were routinely completing Polymerase chain reaction (PCR) tests which decreased the risks of infection being present without detection.

People were being supported to receive visits from their family, friends and/ or representatives and these were being completed in line with current government guidance.

Vaccination records were monitored and stored by the management team for people, staff and regular visitors. Where visiting professionals attend the service their vaccination status was checked on arrival.

Feedback from people who used the service and staff was that there were enough staff to meet people’s needs. The manager advised that they had no workforce pressures and where gaps had been identified in housekeeping these posts had recently been recruited to. They added that they had not needed to use agency staff and were able to utilise exisiting ‘bank’ staff to cover shifts, sickness and holidays or extra staff as and when needed. ‘Bank’ staff are a pool of people trained to the providers standards that can be called on to provide additional cover.

During a routine inspection

Park View Care Home is a modern purpose-built service that provides accommodation for older people, some of whom may have nursing needs or be living with dementia. The service can accommodate up to 61 people. On the day of our inspection visit there were 53 people living at the service.

People’s experience of using this service:

People who lived there and their relatives were positive about the service. One person told us, “I feel very happy about living here, and I don’t intend moving.”

Staff supported people to keep safe and acted when necessary to prevent any harm or abuse. People were supported to have maximum choice and control of their lives, risks to people’s health and wellbeing were managed in a way that did not restrict them unnecessarily. People were supported by staff who were skilled, motivated and caring.

People were supported to have their medicines as they were prescribed. If needed, people were helped to eat and drink enough to maintain a healthy diet. The service was clean and well maintained. Staff protected people from the risk of infection by using the necessary protection, such as gloves and aprons.

The electronic care plans were person centred and people were consulted over their care needs and encouraged to make their own decisions. Staff were responsive in identifying and reviewing changes to support good physical and mental health.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service confirmed this practice.

Staff received the training and support they needed to carry out their roles. The service worked to ensure that people received person centred care when they used and were supported by different services.

Staff who spoke with us talked about the people who used the service in a caring and positive way. The people who used the service told us that staff were kind, caring and protected their privacy and dignity. We saw evidence that people were able to express their views and staff listened to what they said and took action to ensure their decisions were acted on.

People received care that was personalised and responsive to their needs. The service listened to people’s experiences, concerns and complaints. They took steps to investigate complaints and to make any changes needed.

The service was well led, the registered manager was knowledgeable and well informed. Quality assurance systems were in place and were robust in all areas.

Rating at last inspection: The service is not rated currently, that is because there has been no inspection undertaken since the provider had made changes to their legal entity. The provider has remained the same but changed the company name so had to register as a new organisation. There were no changes to the management team or staff in Park View Care Home since their previous inspection. That inspection was carried out under the services’ previous registration, the rating from that inspection was Good (published on10 October 2017).
