During an inspection looking at part of the service

Leelin Ltd is a domiciliary care agency, providing personal care to people in their own homes. At the time of inspection, three people were receiving personal care. Not everyone who used the service received personal care.

CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do we also consider any wider social care provided.

People's experience of using this service and what we found.

Everyone we spoke with said they were satisfied with the care that staff provided and with the management of the service. They said safe care was provided. People were protected against abuse, neglect and discrimination. They were also protected against the risk of infection.

Details of how to reduce risks to people's safety were included in people's care plans. Care plans reflected people’s individual needs.

Safe recruitment practices were in place to ensure only suitable staff worked at the service. Enough staff were employed to meet people's needs and timely calls were in place to provide personal care. Quality assurance systems were in place to try to ensure people were provided with a quality service.

Staff had been trained to effectively meet people's needs. People were supported to have their food choices and enough fluids to remain hydrated. Staff were aware of how to ensure medical support was provided to people if this was needed.

The registered manager understood their responsibilities and worked in an open and transparent way. Quality assurance measures were in place to help to produce a quality service personalised to people’s needs. People said the registered manager and care coordinator always listened to their views.

Why we inspected

The inspection was prompted by a concern we received that staff had not provided safe care. As a result, we undertook a focused inspection to review the key questions of safe, effective and well-led only.

For those key questions not inspected, we used the ratings awarded at the last inspection to calculate the overall rating.

The overall rating for the service has remained good based on the findings of this inspection.

During a routine inspection

About the service

Leelin Ltd. is a domiciliary care agency providing personal care to people living in their own homes. Not everyone who uses domiciliary care services receive personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do we also consider any wider social care provided. At the time of inspection there was one person who received personal care support.

People’s experience of using this service and what we found

The person was safely cared for. Risk assessments were in place and reviewed regularly and as the person’s needs changed. Staff understood safeguarding procedures. Safe recruitment practices were followed to ensure staff were suitable for their roles.

The person received their support calls on time from a small team of consistent staff. Medicines support was provided safely if this was required. Infection control measures were in place including staff use of personal protective equipment (PPE).

The person’s care records contained clear information about their care and support needs. Staff had a good understanding of the person’s needs and individual preferences. Staff received training appropriate for their roles, and additional training as needed.

Support was offered to ensure the person’s dietary needs were met. Communication with health and other professionals took place when required.

The staff team were reliable and caring. Staff enjoyed working at the service and were well supported by the provider and registered manager. The person was treated with respect. Staff maintained the person’s dignity and promoted their independence. Consent was sought before any care was delivered.

The registered manager and provider monitored the quality of the service provided and a range of quality assurance audits took place regularly. They were aware of their legal responsibilities and worked in an open and transparent way. The person was confident any issues or complaints would be addressed and resolved.

The person was supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

This was a planned inspection based on the previous rating of inspected but not rated.

During a routine inspection

About the service

Leelin Ltd provides care and support for people with dementia, mental health needs, older people, people with a physical disability and younger adults. The service provides care and support to people living in their own homes in the community.

At the time of our inspection, the provider was supporting one person with personal care. There was insufficient information available to give the service a rating.

People’s experience of using this service and what we found

The quality assurance systems and processes in place required strengthening to enable the provider to assess, monitor and improve the quality and safety of the service. The provider had not consistently maintained appropriate recruitment records and improvements were required to ensure people’s mental capacity was assessed and any decisions taken in their best interest recorded. The provider could not evidence that people were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests because the policies and systems in the service did not support this practice.

Staff mostly received the training they needed to provide people’s support appropriately and safely. Staff were provided with supervision and were well supported by the provider.

People were supported to access healthcare services when needed and staff followed the advice of healthcare professionals.

People's needs, and wishes were met by staff who knew them well. People were treated as individuals and were valued and respected. Staff ensured that people's privacy and dignity was protected and spent time getting to know people.

The provider actively sought feedback from people, their families and staff to continually look at ways to improve the service and was receptive to ideas and suggestions.

There was no end of life care being delivered at the time of the inspection. The provider had an end of life policy in place and had begun to implement this.

No support with medicines was required at the time of inspection.

Minimal support with meeting people’s nutritional needs was required at the time of inspection.
