Date of assessment: 17 March to 2 April 2026 People experienced a service that was generally caring, respectful and responsive to their needs. Staff knew people well and supported them in a way that reflected their preferences and routines. People told us they felt safe and well cared for and relatives said they were made to feel welcome and kept informed when important issues arose. Staff worked well with each other and with external professionals, which helped ensure people received consistent support and timely interventions when needs changed. The environment was clean, well maintained and suitable for the people living there. Staffing levels met the provider’s assessed requirements, and staff said they felt able to speak up and request support when needed. Activities were available and people were encouraged to maintain independence and choice. However, the service was in breach of legal regulation in relation to the way people’s medicines were managed safely. Medicines were not always stored securely or within safe temperature ranges, expired medicines were found, and some people did not have the necessary information or protocols to guide safe administration. Several people had refused medicines for extended periods without the required follow up, and records for creams, patches and medicines taken when required were inconsistent or missing. The service was also in breach of legal regulation in relation to governance systems as they were not effective in identifying or addressing the shortfalls found during the inspection. The provider had systems intended to monitor quality and safety, but these were not consistently effective. Audits had identified some issues, but not all concerns were recognised through routine oversight and actions were not always completed in a timely way. Governance processes had not identified gaps in care plans, decision making records, recruitment files or medicine related documentation until the inspection. The provider was previously in breach of regulation in relation to staffing. Improvements were found at this assessment and the provider was no longer in breach of this regulation.
