The last rating for Red Rose Care Community was requires improvement (published 3 August 2022.) This assessment was a comprehensive assessment of all 5 key questions, safe, effective, caring, responsive and well-led. We carried out this assessment as a response to various concerns we received relating to the safety and care of people who used the service. During this assessment we identified breaches in relation to safe care and treatment and good governance.

Staff were not always deployed effectively to meeting people’s care needs. Not all required learning was completed by staff to ensure they were trained to do their role. Medicines were not always managed safely. Known risks were not always assessed, or care planned to ensure staff had detailed guidance to follow. Incidents and accidents were recorded, however lessons learnt were not always completed or shared with the staff team. Meaningful activities had been planned and taken place, however there was a risk of boredom and isolation when activity staff members were on leave. The governance processes and systems were not effective to ensure accurate oversight of the service and to identify improvements. Staff were caring and people told us they were supported by a caring staff team. The home was clean, tidy and odour free. People’s bedrooms were personalised. People had detailed future wishes care plan in place. Where people were deemed to lack capacity, staff had assessed people’s decision making in line with the Mental Capacity Act.
