During a routine inspection

People's health, safety and welfare was protected when more than one provider was involved in their care or treatment, or when they moved between different services. This was because the provider worked in cooperation with others.

Ashbridge Lodge was adequately designed and maintained and appropriate measures were in place in relation to the security of the building. Some weekly fire safety checks had been missed when there were staff absences and the manager said they would address this issue to ensure it did not occur again.

There was an appropriate complaints procedure in place although it was not provided in a format which was easy to read for people who used the service.

During a routine inspection

This was a follow-up inspection to one carried out in May 2013 because we had moderate concerns about people's care and treatment, and staff support.

At this inspection we found that care plans had been reorganised and updated to reflect people's current needs and assessments. Staff told us they tried to encourage people to take part in activities but some people often refused and chose to stay indoors and watch television.

We found that staff received adequate training, supervision and appraisal in order to deliver care and treatment to an appropriate standard. We spoke to two staff members who said they felt supported by the manager.

During an inspection looking at part of the service

At the last inspection on 9 May 2013, we found that recruitment and selection processes were not effective. We served a warning notice requiring the provider to make the necessary checks to ensure that staff were of good character and had the necessary skills and experience to carry out the work.

We went back to the home on the 19 July and 15 August 2013. We found that the registered manager had taken action to deal with the problems we had highlighted in May. Staff recruitment and selection processes were now effective.

During a routine inspection

At the previous inspection we had asked the provider to improve the information held in people's care plans and risk assessments. We found that some care plans had been changed to reflect a more person-centred document. Care plans had been reviewed within the last year. However, some care plans had not been updated and were not fit for purpose. Some care plans and risk assessments were difficult to understand and did not explain clearly people's emotional needs and support.

We found that whilst people's basic needs were being met, they were not provided with the support to participate in activities or interests. Staff were not familiar with people's care plans.

Recruitment and selection processes were inadequate. Two staff had been employed for one and four years respectively at the home and there was no proof that they had a right to work in the UK.

Arrangements to support staff were ineffective. The provider did not have a learning and development plan. Training needs were discussed during supervision meetings with staff. However, staff were not receiving regular supervision meetings and one staff member had not had a supervision meeting since 2011.
