All Inspections

29 April 2014

During a routine inspection

At our last inspection on 18 July 2013 we found the provider had not taken reasonable steps to protect vulnerable adults from the risk of harm. There was no policy in place to provide guidance to doctors and staff about what action to take if they believed a person was at risk of neglect or abuse. Doctors and staff had not received training to help them recognise, prevent and report abuse.

The provider wrote to us on 29 August 2013 about action it would take to become compliant with this essential standard by 01 December 2013.

At our inspection on 29 April 2014 we found the provider was meeting this essential standard. Reasonable steps had been taken to protect vulnerable adults from the risk of harm.

We did not speak to people using the service as part of this inspection because of the nature of the compliance actions we were following up.

People who use the service understood the care and treatment choices available to them. They said that treatment options were explained to them and that they were able to ask questions if they were unsure about anything. One person said "they communicate well, I would be able to ask questions".

People were happy with the care and treatment they received. Comments included "the care is excellent" and "I was treated very well." We looked at four people's records regarding chronic disease planning, care and advice. There was evidence that a plan was discussed with patients and appropriate referrals made.

The service had a child protection policy which included details of who to contact if there were any child protection concerns. However, people were at risk of abuse as staff had not received appropriate training about safeguarding vulnerable adults and the service did not have a relevant policy in place. The provider has taken steps to provide care in an environment that is suitably designed and adequately maintained.

Appropriate checks were undertaken before staff began work. The service had a written complaints procedure. However most of the people we spoke with were not aware of it. Complaints received were managed effectively.
