People were protected from the risk of harm and abuse. People were supported to understand and manage risk. Support plans were clear and provided sufficient guidance for staff to keep people safe. There were sufficient and appropriately trained staff in place to support people.

Learning culture

Staff told us they could raise concerns with the registered manager and were confident action would be taken. Staff confirmed they could access copies of policies and procedures, and there was always a senior staff member available to seek support from when needed.

The provider's processes demonstrated that people are receiving the standard of care described in this quality statement. The provider reported accident and incident in line with relevant legislation. Records showed safeguarding concerns reported to the registered manager were recorded in detail and reported promptly to the relevant external agencies. The registered manager used an electronic monitoring system to keep the provider informed of incidents and evidence how people were safeguarded and protected from further risk. Lessons learnt were shared with staff using supervisions and team meetings.

Involving people to manage risks

Staff told us they implemented health and safety measures effectively by completing fire safety checks of the environment to help ensure risk was mitigated as far as possible.

People felt fully involved in their care. One person explained care staff had helped them after their hospital stay. They said, “Carers were helping me to stand up and walk, especially when using the shower chair.” People told us care staff would always stand near them and offer reassurance, for example “Move left foot forward and don’t worry, we are right behind you”.

Risks to people were managed and regularly reviewed so that people were protected and their wishes supported and respected. People had risk assessments in place for all of their care and support needs. Risks assessments were personalised, detailed and gave staff clear guidance on ensuring people were supported safely. Risks were managed using the least restrictive practices to ensure people were cared for safely whilst still maintaining their independence. People had detailed environment risk assessments completed. These identified risks and hazards and gave recommendations on how to maintain safety, areas covered included, food hygiene, infection control, gas and electrical appliances, fire safety and pets.

Safe and effective staffing

Recruitment records showed staff were recruited safely. Procedures were in place to ensure the required checks were carried out on staff before they commenced their employment at Shaw South Coast. This included enhanced Disclosure and Barring Service (DBS) checks for adults. DBS checks provide information including details about convictions and cautions held on the Police National Computer. The information helps employers make safer recruitment decisions.

One person told us, “There are enough staff members, I like the manager.” Another person said, “There are enough staff working. There has been some sickness but it’s that time of year and it could always be better, but overall staffing is not a major issue here.” We received many positive views and comments from people, these included, “They are brilliant”, I’ve never been this happy”, “My carers are very helpful” and “It’s absolutely superb.” Another person told us the service was, “Well run, and that staff members know how to support me.”

Staff told us they enjoyed working at Shaw South Coast CL and said there were enough staff on each shift. Staff said they worked “Well as a team and support each other.” Staff received appropriate training which was delivered on both a face-to-face practical basis as well as being delivered through an online learning method. A member of staff told us, “There are enough staff members and the management team have just hired new staff who are currently shadowing the more experienced care staff.”
